RESTRUCTURING OF RATES FOR DATAPAC SERVICE

The Commission has received applications from AGT Limited (AGT), Bell Canada (Bell), British Columbia Telephone Company (B.C. Tel), The Island Telephone Company Limited (Island Tel), Maritime Telegraph and Telephone Company Limited (MT&T), The New Brunswick Telephone Company Limited (NBTel) and Newfoundland Telephone Company Limited (Newfoundland Tel) requesting approval of tariff revisions associated with the provision of Datapac Service.
These companies propose major changes to the rate structure and rate levels for Datapac Service. The proposed revisions include the introduction of discounts for usage and for commitments to quantities of asynchronous access arrangements, the reclassification of Datapac serving areas and changes in the rating of access arrangements, the simplification of the network usage rate structure and the elimination of usage-sensitive Packet
Assembler/Disassembler (PAD) charges.
In support of its application, Bell has filed, in confidence, attachments providing revised Datapac PARC (Prospective Annualized Revenue Cost) factors for Telecom Canada and describing the impact of the proposed tariff revisions on revenues and on customers. Bell has also provided abridged versions of this information for the public record. B.C. Tel, Island Tel and MT&T make reference to the attachments filed by Bell, while AGT, NBTel and Newfoundland Tel state that they concur with the information in those attachments.

3. Persons wishing to participate in this proceeding (interveners) must notify the Commission at the address noted in paragraph 2 by 28 May 1991. The Commission will issue a complete list of parties and their mailing addresses.
4. The Commission has addressed interrogatories to Bell concerning the information it has filed in this proceeding. Interveners may address interrogatories with respect to any application or applications. Any such interrogatories must be filed with the Commission and served on the company or companies in question by 11 June 1991.
5. Each company is to file responses to interrogatories, serving copies on all parties, by 2 July 1991.
6. Requests by interveners for further responses to their interrogatories, specifying in each case why a further response is both relevant and necessary, and requests for public disclosure of information for which confidentiality has been claimed, setting out the reasons for disclosure, must be filed with the Commission and served on the company or companies in question by 16 July 1991.
7. Replies to requests for public disclosure and to requests for further responses must be filed with the Commission and served on the party making the request by 30 July 1991.
8. The Commission will issue directions as to further procedure once a decision has been made with respect to any requests for further responses or for public disclosure of information.
9. Where a document is to be filed or served by a specific date, the document must be actually received, not merely mailed, by that date.
