TELEGLOBE CANADA INC. - CONSTRUCTION PROGRAM REVIEW
I GENERAL
The Commission announces that it will conduct a review of the construction program (CPR) of Teleglobe Canada Inc. (Teleglobe) for the forecast period 91-1995. In Teleglobe Canada Inc. - 1989 Construction Program Review, Telecom Decision CRTC 89-15, 19 December 1989 (Decision 89-15), the Commission decided that Teleglobe must file its five-year capital plan on an annual basis for review by the Commission, but that it would not likely be necessary to initiate a public proceeding with respect to that capital plan every year. However, the Commission also stated that it would be appropriate to conduct a public proceeding at least every two years.
In Decision 89-15, the Commission directed Teleglobe, for the purposes of future CPR proceedings, to file certain data with or as part of its capital plan. In addition, the Commission directed Teleglobe to file with the Commission and serve on the interested parties to the 1989 CPR, a report regarding, among other things, the possibility of filing, on an annual basis, certain additional detailed information concerning the company's construction program. Teleglobe filed its report on 19 March 1990. The Government of Ontario filed comments on that report on 26 April 1990.
By letter dated 10 October 1990, the Commission issued directions to Teleglobe with respect to the information to be filed in future CPRs, either in lieu of or in addition to the information required by Decision 89-15. The information to be filed is set out in Part III of this Public Notice. Unless directed otherwise, Teleglobe is to furnish the information requested for each year of the forecast period and for each of the preceding two years. Where full information for preceeding years is not available, Teleglobe is to file what information it has.
In Teleglobe Canada Inc. Regulation After the Transitional Period, CRTC Telecom Public Notice 1990-102, 20 December 1990 (Public Notice 1990-102), the Commission initiated a proceeding to consider issues related to the regulation of Teleglobe after the transitional period ending 31 December 1991, including its 1992 revenue requirement. In the present case, the Commission considers that a separate review meeting to examine Teleglobe's 1991 construction program is unnecessary. Instead, the record of the 1991 CPR will be incorporated into the record of the proceeding initiated by Public Notice 1990-102. Parties wishing to question Teleglobe with respect to its 1991 construction program may do so in the context of the larger proceeding during the public hearing currently scheduled to commence on 12 August 1991 in Hull, Quebec. In addition to cross-examining Teleglobe's CPR witness(es) at the hearing, parties may make final argument thereafter on the reasonableness of the company's 1991 construction program.
II SCHEDULE
(1) Any persons wishing to participate in the 1991 CPR (interveners) must file a notice of intention to participate with the Commission and serve a copy on Teleglobe by 22 March 1991.
Any person that filed a notice of intention to participate in the proceeding initiated by Public Notice 1990-102 will also be considered an intervener in this proceeding.
(2) Teleglobe is to file the 1991 View of its construction program, together with any other information specified in Part III, with the Commission and serve a copy on all interveners by 5 April 1991.
(3) Interveners may address interrogatories to Teleglobe. Any such interrogatories must be filed with the Commission and served on the company by 24 May 1991.
(4) Teleglobe is to file responses to these interrogatories with the Commission, serving copies on all interveners, by 5 July 1991.
(5) Interveners may file, with respect to the responses noted in paragraph 4, requests for further responses to their own interrogatories, specifying in each case why a further response is both relevant and necessary, and requests for public disclosure of information for which confidentiality has been claimed, setting out the reasons for disclosure. Any such requests must be filed with the Commission and served on Teleglobe by 12 July 1991.
(6) Teleglobe's replies to requests for further responses and requests for public disclosure must be filed with the Commission and served on all interveners by 19 July 1991.
(7) The Commission will issue a decision regarding requests for further responses and for public disclosure as soon as possible. The Commission intends to direct Teleglobe to file any material required by that decision, serving copies on all interveners, by 2 August 1991.
(8) Interveners in this proceeding may participate with respect to matters relating to Teleglobe's 1991 construction program at the public hearing to be held in connection with the proceeding initiated by Public Notice 1990-102. That hearing is scheduled to commence on 12 August 1991 at the Conference Centre, Phase IV, Place du Portage, Hull, Quebec.
(9) All documents referred to are to be received by the dates specified, not merely mailed by those dates.

III INFORMATION TO BE FILED BY TELEGLOBE
Teleglobe is directed to provide the following information as part of or with the 1991 View of its construction program:
(1) updates to the company's construction program management process report of 17 February 1989, as applicable;
(2) the reasons, including any economic evaluations conducted, for each new program introduced in the 1991 View;
(3) the reasons, including any economic or quality of service evaluations conducted, for the deletion of any programs since the 1989 View;
(4) the actual and forecast improvements in quality of service and in efficiency or productivity for all programs that are proposed to provide such improvements, and an indication of accomplishments to date;
(5) a breakdown, by major program or project, of the expenditures for cable, earth station, telephone switching facilities, and other expenditure sub-categories as applicable, as well as the aggregate for all programs or projects not included in the above;
(6) the installed circuit/line capacity and in-service circuit/line requirements for the company as a whole, in both graphical and numerical format, for each year of the forecast period and for each of the preceeding five years; the same data in numerical format only for each cable facility terminating or planned to be terminated in North America, each earth station facility and each telephone switching facility;
(7) the number and proportion of the total circuits on copper cable, fibre optic cable, analogue and digital satellite circuits, in both graphical and numerical format, for the company as a whole, and in numerical format only for each major route and for the aggregate of all other routes;
(8) the total paid minutes of telephone traffic volume and the total circuits in-service by facility type and by class of technology, in both graphical and numerical format, for each year of the forecast period and for each of the preceding five years;
(9) the total paid minutes per circuit and the ratio of total paid minutes to total gross fixed assets; and
(10) an indication of Teleglobe's progress in developing additional key ratios and other analytical tests to assist the Commission and interested parties in assessing the reasonableness of its construction program.
