BELL CANADA - 1991 CONSTRUCTION PROGRAM REVIEW
The Commission announces that it will conduct a review of the construction program (CPR) of Bell Canada (Bell). This review will be conducted in accordance with the procedure established in CRTC Telecom Public Notice 1982-6, dated 28 January 1982.
I Preliminary Meeting
In Bell Canada - 1990 Construction Program Review, Telecom Decision CRTC 90-27, 30 November 1990 (Decision 90-27), the Commission noted the concerns of certain parties regarding the company's plans for the deployment of fibre optic technology and expressed the view that, in light of these concerns, a presentation on this topic would be useful. Accordingly, Bell was directed to provide, at the preliminary meeting in the 1991 CPR, a presentation on the company's policy and its current and long-term plans for fibre provisioning, including the installation of fibre facilities in the access network.
In Bell Canada - 1989 Construction Program Review, Telecom Decision CRTC 90-8, 20 April 1990, the Commission directed Bell to file a report on the feasibility of developing a utilization measure for fibre facilities to indicate the proportion of energized fibre-kilometres in relation to the total number of fibre-kilometres installed. On 20 July 1990, the company filed the document entitled Bell Canada Feasibility Report on Fibre-Kilometre Utilization Measurement. In a letter to Bell dated 24 January 1991, the Commission stated that it expected the company to continue its efforts to develop and track further measures relating to the deployment of fibre technology in the feeder portion of the access network and that it would review the company's progress in this regard in the 1991 CPR. The Commission also stated that it would defer its decision on the feasibility of a fibre-kilometre utilization measure, or other possible measurements, pending the company's presentation on fibre provisioning and further examination of related issues in the 1991 CPR. To facilitate further review in the 1991 CPR, Bell is directed to provide a copy of the Commission's letter of 24 January 1991 with the 1991 View of its construction program.
In Decision 90-27, the Commission also noted the concerns of certain parties regarding the adequacy of the current CPR process and expressed its view that the present CPR framework provides the opportunity to gather sufficient information to allow its tests of reasonableness to be applied. However, the Commission stated that, in light of the concerns expressed by parties regarding the current process, it would provide an opportunity for parties to discuss that process in the preliminary meeting in the 1991 CPR. The Commission also stated that it would invite the parties to submit specific suggestions or comments in written form, prior to the CPR meeting, and that it would develop a procedure to facilitate discussion of this issue. The procedure for the filing of written submissions by Bell and interested parties regarding the CPR process, and for the subsequent filing of further comments, is included in the schedule for the 1991 CPR outlined in this public notice. The Commission will allocate time at the preliminary meeting for discussion of the CPR process.
The preliminary meeting is scheduled to commence on 16 July 1990 at 9:30 a.m. in the Conference Centre, PhaseIV, Place du Portage, 140 Promenade du Portage, Hull, Quebec.
II 1991 CPR
The following schedule has been established for the 1991 CPR.
(1) Any person wishing to participate (interested parties) should file a notice of intention to
participate with the Commission, and serve a copy on the company, by 11 March 1991. The
notice should indicate the names of those who will attend the review meeting.
(2) The company must file the 1991 View of its construction program and serve a copy on all
interested parties by 22 March 1991.
(3) Interrogatories addressed by interested parties to Bell must be filed with the Commission and
served on the company by 10 May 1991.
(4) The company or interested parties may file comments with the Commission regarding the
adequacy of the current CPR process, serving copies on all interested parties, by 7 June
1991.
(5) The company's written responses to interrogatories must be filed with the Commission and
served on all interested parties by 28 June 1991.
(6) The company or interested parties may file further comments regarding the CPR process,
serving copies on all interested parties, by 28 June 1991.
(7) Requests by interested parties for further responses to their interrogatories, specifying in each
case why a further response is both relevant and necessary, and requests for public
disclosure of information for which confidentiality has been claimed, setting out the reasons
for disclosure, must be filed with the Commission and served on the company by 5 July 1991.
(8) The company's written responses to requests for further responses to interrogatories and
requests for public disclosure of information must be filed with the Commission and served on
all interested parties by 11 July 1991.
(9) All documents are to be received by the dates specified, not merely mailed by those dates.
(10) The review meeting will be held immediately following the preliminary meeting in the
Conference Centre, Phase IV, Place du Portage, 140 Promenade du Portage, Hull, Quebec.
The company is requested to provide the following information as part of, or with, the 1991 View of its construction program:
(1) in accordance with the directions in Bell Canada - 1983 Construction Program
Review, Telecom Decision CRTC 84-2, 16 January 1984, View-
over-View Expenditure Analysis, Year-over-Year Expenditure Analysis and Actual
Expenditure Analysis with respect to all changes from the forecast expenditures shown in the
1990 View of its construction program;
(2) the reasons, including any economic evaluations conducted, for each new program;
(3) the reasons, including any economic or quality of service evaluations conducted, for the
deletion of any programs since the 1990 View;
(4) the actual and forecast improvements in efficiency and quality of service for all programs
intended to provide such improvements;
(5) an up-to-date version of the company's list of central offices, indicating the type of switching
technology, the number of installed lines, a measure of utilization, the type of equipment and,
where applicable, the date for modernization;
(6) updates to the 23 March 1989 version of the company's Construction Program Management
System, as applicable; and
(7) a copy of the Commission's letter of 24 January 1991 regarding the Bell Canada
Feasibility Report on FibreKilometre Utilization Measurement.
