Applications (910718600, 910719400) by RADIO NORD INC., 171 Jean-Proulx Street, P.O. Box 4010, Hull, Quebec, J8Z 1W5, to amend the broadcasting licences to carry on the programming undertakings at Joutel and Matagami, by deleting the existing condition of licence relating to construction and operation of the undertakings and by substituting therefor:
"It is a condition of licence that construction be completed and that the undertakings be in operation on or before 7 June 1992."
The Commission has already granted an extension of the time limit to implement the aforementioned authority from 7 September 1990 to 7 June 1991.

2. MONTRÉAL, Québec
Application (910525500) by VIDÉOTRON LTÉE to amend the broadcasting licence to carry on the distributing undertaking serving Montréal, by adding a special programming channel entitled "Le Canal Événement" to offer the subscribers of the Videoway service the possibility to participage in games of chance. The applicant also requests the authorization to display on the screen, in the context of the programming contents, commercial sponsorship for goods and services.

3. FORT ERIE, Ontario
Application (910446400) by FORT COMMUNICATIONS INC., P.O. Box 530, Fort Erie, Ontario, L2A 5Y1, to amend the broadcasting licence to carry on the programming undertaking for CJFT-FM Fort Erie, by changing the condition of licence whereby the level of instrumental selections would rise from at least 30% of all musical selections played each week to at least 35% of all musical selections played each week. This increase would allow the station to continue programming a 20% level of Canadian general popular music when the Commission's revised FM policy is implemented on 1 September 1991.

Application (910055300) by CFPL BROADCASTING LIMITED to amend the broadcasting licence to carry on the programming undertaking for CFPL-TV London, by amending the condition of licence governing Canadian programming expenditures, to require spending of $7.4 million in each of broadcast years 1991 and 1992. In subsequent years the condition of licence would continue to be based on the prior year's required spending adjusted by percentage revenue growth averaged over the previous three years .
The licensee is also seeking approval to change its Promise of Performance, by reducing the weekly amount of original locally-produced programming from 29 hours 30 minutes to 23 hours.
At the time of the licence renewal for CFPL-TV, the licensee had filed with the Commission financial projections based on the station's experience as a CBC affiliate. The proposed amendments reflect the actual experience of the undertaking operating as an independent station.
