The applicant is also seeking the Commission's approval to be relieved, by condition of licence, from the obligation of distributing at least four television programming services distributed from its local head-end by a network operator authorized to distribute television and radio services to remote and underserved communities, at least one of which must be a Canadian programming service, in compliance with Section 23 of the Cable Television Regulations, 1986.
