CALL FOR APPLICATIONS TO EXISTING TORONTO FM LICENSEES FOR AN FM RADIO PROGRAMMING UNDERTAKING TO AMEND THEIR LICENCES BY UTILIZING THE FORMER CKO FREQUENCY TO SERVE TORONTO
The Commission announces that it has received an application from a holder of a licence for an FM radio programming undertaking authorized to serve Toronto seeking an amendment to its licence to authorize the use of frequency 99.1 MHz (Channel 256 C1). The Commission hereby calls for applications from other holders of licences for FM stations in Toronto which are contemplating a change from an existing frequency authorization to 99.1 MHz.
Existing Toronto FM licensees interested in submitting an application to amend their licence to use frequency 99.1 MHz are required to file a letter of intent no later than 13 January 1992, followed by a formal application to the Commission no later than 14 February 1992. Applicants are also required to submit all necessary technical documentation to the Department of Communications by 14 February 1992.
It should be noted that by proceeding in this manner, the Commission has not made a determination on the most appropriate use of this frequency.
The Commission notes that this is the only Class C1 frequency available for Toronto and, notwithstanding any decision which results from this call, there will remain one available frequency for any future service for this region.
In light of rapidly evolving industry conditions, the Commission will be concerned with, amongst other matters, the financial capability of the applicants, the financial impact of the proposed change, and the most appropriate use for this frequency.
In this regard, the Commission wishes to reaffirm that the fundamental objective of its FM policy is to ensure that the overall FM radio services provided in any given market are as varied and comprehensive as possible.
The Commission will announce at a later date the time and place of a public hearing where applications received pursuant to this call will be considered and the place where such applications may be examined by the public.
