Classic Communications Ltd.

Parts of Richmond Hill, King City, King Township, Markham, Vaughan and Whitchurch-Stouffville, Ontario - 902336700
Following a Public Hearing in the National Capital Region beginning on 8 July 1991, the Commission renews the Class 1 licence held by Classic Communications Ltd., for the cable distribution undertaking serving the communities noted above, from 1 October 1991 to 31 August 1996. The operation of this undertaking is regulated pursuant to Parts I and II of the Cable Television Regulations, 1986 (the regulations) and the licence will be subject to the conditions specified in this decision and in the licence to be issued.
This term will enable the Commission to consider the renewal of this licence at the same time as that of other cable systems in the area.
The licensee is relieved, by condition of licence, of the requirement of section 9 of the regulations that it distribute the French-language educational television programming service operated by TVOntario ("La Chaîne française"), on the basic band (channels 2 to 13). The Commission notes that the licensee will continue to distribute this service as part of the basic service. The licensee is relieved, by condition of licence, of the requirement of section 12 of the regulations that it distribute the signals of CHCH-TV Hamilton and CIII-TV-41 Toronto, on unrestricted channels. Should the quality of the signals deteriorate significantly, the Commission expects the licensee to undertake immediate corrective action including, if necessary, the distribution of the services on other channels.
The Commission reaffirms the particular importance it attaches to the development of community programming and has taken note of the annual budgets that will be allocated for this purpose during the new licence term. The Commission encourages the licensee to continue its efforts to develop community programs that reflect subscriber interests and concerns.
The Commission acknowledges the intervention by the Heritage Media Bureau concerning this application and the licensee's reply thereto.
