176100 Canada Inc., doing business under the name and style of "Société CKTL Radio Média Enr."
Plessisville, Quebec - 910330000 Following a Public Hearing in the National Capital Region beginning on 8 July 1991, the Commission approves the application for authority to acquire the assets of the radio programming undertaking CKTL Plessisville from Radio Plessisville Ltée, and for a broadcasting licence to continue the operation of this undertaking, under the same terms and conditions as the current licence.
The Commission will issue a licence to 176100 Canada Inc., a company controlled by Jean-Pierre Martel, doing business under the name and style of "Société CKTL Radio Média Enr.", expiring 31 August 1996, upon surrender of the current licence. The authority granted herein is subject to the same conditions as those specified in the current licence, as well as to any other condition that may be specified in the licence to be issued.The purchase price relating to this transaction is $86,000. Based on the evidence filed with the application, the Commission has no concerns with respect to the availability or the adequacy of the required financing and is satisfied with the benefits flowing from this transaction. Moreover, the Commission is of the view that approval of this application is in the public interest.
The Commission expects the purchaser to ensure that the commitments identified in the benefits are implemented in accordance with the schedule outlined in the application.
The Commission reaffirms the particular importance it attaches to the development of Canadian talent and is satisfied with the annual budgets allocated and the initiatives proposed by the applicant in this respect. It encourages the applicant to continue its efforts in this regard during the licence term and to develop new initiatives for the support, development and on-air exposure of local and regional talent.
It is a condition of licence that the applicant adhere to the guidelines on sex-role portrayal set out in the Canadian Association of Broadcasters' (CAB) Sex-Role Portrayal Code for Television and Radio Programming, as amended from time to time and approved by the Commission.It is also a condition of licence that the applicant adhere to the provisions of the CAB's Broadcast Code for Advertising to Children, as amended from time to time and approved by the Commission.
