Lake Broadcasting Corp.
Monte Creek and South Thompson River Valley, British Columbia - 900881400
Following a Public Hearing in Vancouver beginning on 12 February 1991, the Commission approves the application for a licence to carry on a broadcasting receiving undertaking (subscription television) to serve Monte Creek and South Thompson River Valley. This undertaking is authorized to distribute, in scrambled form using low power television transmitters, each with a transmitter power of 5 watts, the following programming services:

The Commission will issue a licence to Lake Broadcasting Corp. (Lake Broadcasting) expiring 31 August 1994, subject to the conditions specified in this decision and in the licence to be issued. This term will enable the Commission to consider the renewal of this licence at the same time as that of other broadcasting undertakings in the area.
As stated in Public Notice CRTC 1987-254 dated 26 November 1987, the Commission's policy is that subscription television undertakings should not be permitted to jeopardize the financial viability of neighbouring subscription-based systems. Accordingly, it is a condition of licence that the licensee shall not solicit or accept a subscription from, or make available equipment to decode its signals for use by, any person resident inside or outside of the area encompassed by the contours approved for the licensee by the Commission, when that person is resident
a) within the authorized service area of any broadcasting receiving undertaking licensed now or in the future, or
b) within the area encompassed by the contours approved by the Commission for any other subscription-based broadcasting undertaking licensed now or in the future,
unless the prior written consent of the applicant or licensee of the other undertaking or the prior approval of the Commission has been obtained or, in the case of a person residing inside the approved contours, that person had subscribed to the licensee's subscription television service prior to the licensing of the other undertaking.
It is a condition of this licence that construction of this undertaking be completed and that it be in operation within twelve months of the date of this decision or, where the applicant applies to the Commission within this period and satisfies the Commission that it cannot complete implementation before the expiry of this period and that an extension is in the public interest, within such further period of time as is approved in writing by the Commission.
The Commission acknowledges the intervention by CFJC Television, a division of Jim Pattison Industries Ltd., and licensee of CFJC-TV Kamloops, British Columbia, requesting that Lake Broadcasting carry "the locally-domiciled" television station, CFJC-TV, as part of its programming services. In response, Lake Broadcasting stated that all of its potential subscribers will have access to a quality signal reception of CFJC-TV over-the-air. The Commission is satisfied with the applicant's reply.
