Following a Public Hearing in Edmonton beginning on 15 May 1990, the Commission renews the licence for the broadcasting receiving undertaking serving Rocky Mountain House, held by Ram River Cable T.V. Ltd., from 1 October 1990 to 31 August 1995. The operation of this undertaking is regulated pursuant to Parts I and III of the Cable Television Regulations, 1986 (the regulations) and the licence will be subject to the conditions specified in this decision and in the licence to be issued.
Further, the Commission approves, by condition of licence, the licensee's request to be relieved from the requirement of paragraph 22(1)(a) of the regulations that it distribute local service CFRN-TV-11 Rocky Mountain House in view of the poor reception quality of the signal. The licensee proposes instead to distribute CFRN-TV-6 Red Deer, received via microwave.
In accordance with Public Notice CRTC 1989-102, dated 18 August 1989, the licensee is authorized to distribute the out-of-province educational service, the Knowledge Network, subject to the requirement that there be no objection on the part of the originating service. Accordingly, the licensee may not distribute this service until it has provided the Commission with confirmation from the Knowledge Network that it does not object to the distribution of its service.
The Commission notes the intervention received from the Town of Rocky Mountain House opposing the renewal of this licence, stating that too many disruptions of service occurred because of an improperly buried cable. In its reply, the licensee indicated that this cable was completely replaced last May and that measures were taken beforehand to ensure that these problems do not reoccur.
