Following a Public Hearing in the National Capital Region beginning on 11 June 1990, the Commission approves the applications for licences to carry on French-language television broadcasting transmitting undertakings at Edmundston, on channel 42, and at Trois-Pistoles, on channel 17, each with an effective radiated power of 70 watts to rebroadcast the programs of CFTF-TV (TQS) Rivière-du-Loup, Quebec.
The Commission will issue licences expiring 31 August 1992, subject to the conditions specified in this decision and in the licences to be issued. This term will enable the Commission to consider the renewal of these licences at the same time as that of CFTF-TV Rivière-du-Loup.
The Department of Communications (DOC) has authorized for the Edmundston undertaking an effective radiated power of 70 watts (channel 42) rather than the 2.4 watts (channel 11) indicated in CRTC Notice of Public Hearing 1990-7 dated 12 April 1990. Pursuant to Decision CRTC 88-438 dated 28 June 1988, it is a condition of each licence that the licensee not sell any broadcast time to local advertisers during the licence term.
It is a condition of each licence that construction of the undertaking be completed and that it be in operation within twelve months of the date of this decision or, where the applicant applies to the Commission within this period and satisfies the Commission that it cannot complete implementation before the expiry of this period and that an extension is in the public interest, within such further period of time as is approved in writing by the Commission.
The Commission notes the written intervention submitted by CIBM-FM Mont Bleu Ltée and Radio CJFP (1986) Ltée. While they do not formally oppose the applications, the interveners express concerns about the impact a new service may have on the future availability of advertising revenues.
The Commission also acknowledges the written intervention submitted by the Coopérative des Montagnes Limitée opposing the installation of a rebroadcaster at Edmundston, and is satisfied with Télévision M.B.S. Inc.'s reply thereto.
