Radio Fusion Inc.

Following a Public Hearing in the National Capital Region beginning
on 11 June 1990, the Commission approves the application for authority to transfer effective control of Radio Fusion Inc., licensee of the broadcasting transmitting undertakings for CJLA-FM Lachute and CHPR-FM-1 Hawkesbury, through the transfer of all outstanding voting and non voting shares from Messrs. Jean-Pierre and Daniel Major to Radio Nord Inc.
The purchase price for the shares is $120,000. Based on the evidence filed with the applications, the Commission has no concerns with respect to the availability or the adequacy of the required financing and is satisfied with the benefits package flowing from this transaction.
Among the benefits proposed by the applicant, the Commission notes that it will organize a yearly contest for the promotion of regional talent. The Commission encourages the applicant to continue its efforts in this regard and to develop new initiatives for the support, development and on-air exposure of local and regional talent. The Commission expects Radio Nord Inc. to ensure that the $112,000 in proposed expenditures included in the benefits package are made in accordance with the schedule outlined in the applications.
The Commission approves the following amendment to CHPR-FM-1's Promise of Performance, as proposed by the licensee in its application to transfer effective control:
- increase in locally produced programming from 20 hours to 30 hours per week.
The Commission notes that in the Promise of Performance submitted for both stations, the licensee only proposes a minimum commitment of 3 hours 45 minutes (2.98%) of enrichment material per week. In this regard, as reiterated in Public Notice CRTC 1984-151 entitled The Review of Radio - Simplification of the FM Policy, the provision of high quality foreground and mosaic programming is an integral part of the FM policy and the Commission will wish to be satisfied that the required levels of foreground and mosaic programming set out in each licensee's Promise of Performance are maintained at all times.
