La Coopérative de Câblodistribution de l'Arrière Pays

Following a Public Hearing in Montreal beginning on 13 March 1990, the Commission renews the licence for the broadcasting receiving undertaking serving Charlesbourg and surrounding area, held by La Coopérative de Câblodistribution de l'Arrière Pays, from 1 September 1990 to 31 August 1995. The operation of this undertaking is regulated pursuant to Parts I and III of the Cable Television Regulations, 1986 (the regulations) and the licence will be subject to the conditions specified in this decision and in the licence to be issued.
In addition to the services required or authorized to be distributed pursuant to the applicable sections of the regulations, the licensee is authorized to continue to distribute, at its option, CFCF-TV, CFTM-TV and CFTU-TV Montreal, CHLT-TV Sherbrooke, CKTM-TV Trois-Rivières, WCAX-TV (CBS) and WVNY (ABC) Burlington (Vermont), WCFE-TV (PBS) and WPTZ (NBC) Plattsburgh (New York), received via microwave, as part of the basic service. In view of the fact that the licensee receives all of its signals from Inter-Vision, the licensee is relieved, by condition of licence, from the requirement under section 4 of the regulations to own and operate its local head end. The licensee is however required to own its amplifiers and subscriber service drops.
The Commission approves the licensee's request with respect to section 23 of the regulations. Accordingly, it is a condition of licence that the licensee be relieved of the requirement that it distribute at least four television programming services delivered to its local head end by a network operator licensed to extend television and radio services to remote and underserved communities, at least one of which must be a Canadian television programming service.
In approving this application, the Commission took into account the fact that the U.S. signals distributed by the licensee are received via microwave from Inter-Vision rather than CANCOM.
