Following a Public Hearing in Toronto beginning on 13 March 1989, the Commission renews the broadcasting licence for CBL-FM Toronto and its rebroadcasters CBBP-FM Peterborough, CBBL-FM London and CBBK-FM Kingston from 1 March 1990 to 31 August 1994, subject to the conditions specified in the licence to be issued.

Moreover, the Commission renews the licences for CBBB-FM Belleville and CBBA-FM Brockville from 1 March 1990 to 31 March 1991, subject to the conditions specified in the licences to be issued. In Decisions CRTC 79-325 dated 7 May 1979 and 79-169 dated 15 February 1979, CBBB-FM and CBBA-FM, respectively, were licensed to rebroadcast programming originating with CBL-FM Toronto, a station affiliated with the CBC English-language FM Stereo Network. The Commission notes that the authorities for CBBB-FM and CBBA-FM are still unimplemented, more than ten years after the original licences were granted. The Commission's concerns over unimplemented CBC radio stations were expressed in the renewal of the licences for the CBC radio networks (Decision CRTC 88-181 dated 30 March 1988). The thirteen-month licence terms herein granted will enable the CBC to proceed with the construction of these undertakings and to begin their operation.

The Commission notes that CBL-FM rebroadcasts programming originating with the CBC English-language FM Stereo Network.
