Pursuant to Public Notice CRTC 1989-118 dated 24 October 1989, the Commission approves the application to amend the broadcasting licence for CKNA-FM Natashquan by increasing the effective radiated power from 40 watts to 6,560 watts.
The licensee has indicated that this power increase will improve service to Pointe Parent and will extend coverage to Aguanish and Ile-à-Michon.
The Department of Communications (DOC) has advised the Commission that this proposal is technically acceptable, but that issuance of an amendment to the Broadcasting Certificate is conditional on the resolution of any problems involving interference with aeronautical NAV/COM services.
In accordance with paragraph 13(1)(b) of the Broadcasting Act, the Commission will only issue a licence amendment, and the authority granted herein may only be implemented, at such time as written notification is received from the DOC that it will issue an amendment to the Broadcasting Certificate.
The Commission also approves the licensee's request to amend its Promise of Performance by reducing the amount of Category 6 music (Music - Traditional and Special Interest) from 3 hours 20 minutes to 2 hours weekly. In approving this proposal, the Commission has taken into consideration the limited size of CKNA-FM's broadcasting market and the fact that it broadcasts only 33 hours weekly of locally-produced programming. Further, the Commission notes that this area receives programming from the CBC's French-language basic AM network during the evening.
The licensee has indicated that it cannot exceed a weekly commitment of 33% to combined foreground/mosaic programming because it serves an isolated community with a predominantly francophone population of approximately 880 and because its human resources are not sufficient for the production of such programming. In light of the foregoing, the Commission authorizes the licensee to broadcast a minimum of 33% weekly of combined foreground/mosaic programming.
