Following a Public Hearing in Quebec City beginning on 5 December 1989, the Commission renews the broadcasting licence for CJTF-FM Trois-Pistoles from 1 March 1990 to 31 August 1993, subject to the conditions specified in this decision and in the licence to be issued. This term will enable the Commission to consider the renewal of this licence at the same time as that of its mother station, CJFP Rivière-du-Loup.
In addition, the Commission approves the application to amend the broadcasting licence for CJTF-FM Trois-Pistoles by discontinuing local programming and receiving all programming from CJFP Rivière-du-Loup.
The licensee indicated that, following discussions with the principal interested parties in Trois-Pistoles, it has ceased producing local programs in Trois-Pistoles, but that it will be maintaining a studio in Trois-Pistoles so that it can produce special programs and interviews when necessary.
The Commission reaffirms the particular importance it attaches to the development of Canadian talent and notes that the licensee has not provided the Commission with specific plans or budgetary commitments in this regard. Accordingly, the Commission requires the licensee to submit a report within three months of the date of this decision setting out a specific plan to promote local and regional music talent.
It is a condition of licence that the licensee adhere to the Canadian Association of Broadcasters' (CAB) self-regulatory guidelines on sex-role stereotyping, as amended from time to time and approved by the Commission.
It is also a condition of licence that the licensee adhere to the provisions of the CAB's Broadcast Code for Advertising to Children, as amended from time to time and approved by the Commission.
