Pursuant to subsection 18(6) of the Cable Television Regulations, 1986 (the regulations), Northern Cable Services Limited proposed to increase its basic monthly fee by $0.08 for the fiscal year ending 31 August 1990, effective 1 September 1989.
In assessing the proposed increase, the Commission has examined the documentation filed by the licensee including documentation filed relative to previous increases based on proposed capital expenditures, and notes that it has underspent on specific capital expenditure projects in the fiscal year ending 31 August 1989.
On account of this underexpenditure and the additional 10% reduction as per Public Notice CRTC 1988-185 dated 10 November 1988, the licensee may not implement $0.05 of the proposed $0.08 increase.
In disallowing this amount, the Commission considers the licensee to have already received this portion of the proposed fee increase. In this regard, this disallowance does not reduce the total amount of capital expenditures otherwise proposed by the licensee under this filing.
The Commission acknowledges the comments received from a subscriber regarding the proposed increase.
