BELL CANADA - INTRODUCTION OF CALL MANAGEMENT SERVICE

The Commission has received an application from Bell Canada (Bell), dated 7 November 1989, for the approval of tariff revisions providing for the introduction of Call Management Service (CMS). CMS provides customers with a number of new network control features based on the identification of an originating telephone number. These features include:

(1) Call Display, which, when used with a compatible device, provides a visual display of a calling party's telephone number.
|
(2) Call Return, which allows customers to redial automatically the last incoming or outgoing call.
|
(3) Call Trace, which allows customers to record and store details of the last incoming call. This information would only be available to Bell's security department who, upon the customer's request, would forward it to an appropriate law enforcement agency (e.g., in the case of obscene or threatening calls).

(4) Call Screen, which allows customers to block calls originating from up to 12 different telephone numbers and divert them to a standard announcement.

Bell stated that CMS is intended to provide customers with greater control over incoming telephone calls. CMS allows customers to identify and screen unwanted or annoying calls and to trace harassing or obscene calls. Bell also stated that all telephone numbers, including unlisted telephone numbers, would be provided to a called party.

Bell stated that CMS would be provided to various locations as suitable facilities become available through the company's Switch Equipment Modernization Program. CMS is intended for use with single-party residence and business lines, excluding PBX trunk lines and pay telephones. Rates for an initial feature are $4.75 for residence customers and $7 for business customers. Each additional feature is priced at $2.25 for residence and $3.50 for business customers. A special telephone set or clip-on device is required to display the number.

In support of its application, Bell has submitted economic information for which it has claimed confidentiality. It has provided an abridged version of this information for the public record.

The application may be examined at any of the company's business offices or at the offices of the CRTC, Room 201, Central Building, Les Terrasses de la Chaudière, 1 Promenade du Portage, Hull, Quebec, or Complex Guy-Favreau, East Tower, 200 René-Lévesque Blvd. West, 6th floor, Montréal, Quebec. A copy of the application may be obtained by any interested person upon request directed to the company at the address shown below.

Procedure
|
(1) Parties wishing to participate in this proceeding (interveners) must file a notice of intention to participate with the Commission and serve a copy on Bell by 15 December 1989.
|
(2) The Commission intends to address interrogatories to Bell by 15 December 1989. Interveners may also address interrogatories to Bell. Any such interrogatories must be filed with the Commission and served on Bell by 15 December 1989.
|
(3) Bell's responses to interrogatories must be filed with the Commission and served on interveners by 5 January 1990.
|
(4) Interveners may file comments with the Commission, serving a copy on Bell, by 2 February 1990.
|
(5) Bell may file a reply to any comments, serving copies on the interveners, by 14 February 1990.
|
(6) Where a document is to be filed or served by a specific date, the document must be actually received, not merely mailed, by that date.
|
