BRITISH COLUMBIA TELEPHONE COMPANY -1989 CONSTRUCTION PROGRAM REVIEW
|
The Commission announces that it will review the construction program (CPR) of British Columbia Telephone Company (B.C Tel). This review will be conducted in accordance with the procedure established in CRTC Telecom Public Notice 1982-24, dated 10 May 1982. Having considered the record of the 1988 review, the Commission has determined that a preliminary meeting for the 1989 CPR is not required. Follow-up items from the 1988 review will be discussed during the review meeting itself.

In Exchange Area Radiotelephone Service - B.C. Tel Tariff Notices 1865 and 1866, Telecom Letter Decision CRTC 89-14, 16 June 1989, the Commission noted that B.C. Tel has undertaken to present at the 1989 CPR a revised Remote Communities Program for the provision of service to communities that qualify under the existing criteria for exchange service or that will remain unserved where Exchange Area Radiotelephone Service (EARS) is not available. In approving EARS, the Commission stated that, given the pressing need for service to many other communities and subscribers, it considers it appropriate to explore in the 1989 CPR more general problems concerning service to remote communities. Accordingly, B.C. Tel is directed to file certain information pertaining to the revised program as part of, or with, the 1989 View of its construction program. The details of the information to be provided are outlined at page 6, items 10 to 15, inclusive, of this public notice. B.C. Tel is also directed to provide, at the 1989 CPR meeting, a detailed presentation on the development of its revised Remote Communities Program.

The following schedule has been established for the 1989 review.
|
(1) Any person wishing to participate (interested parties) should file a notice of intention to participate with the Commission, and serve a copy on B.C. Tel, by 8 September 1989. The notice should indicate the names of those who will attend the review meeting.
|
(2) The company must file the 1989 View of its construction program and serve a copy on all interested parties by 22 September 1989.
|
(3) Interrogatories addressed by interested parties to B.C. Tel must be filed with the Commission and served on the company by 20 October 1989.
|
(4) The company's written responses to these interrogatories must be filed with the Commission and served on all interested parties by 17 November 1989.
|
(5) Requests by interested parties for further responses to their interrogatories, specifying in each case why a further response is both relevant and necessary, and requests for public disclosure of information for which confidentiality has been claimed, setting out the reasons for disclosure, must be filed with the Commission and served on the company by 24 November 1989.
|
(6) The company's written responses to requests for further responses to interrogatories and requests for public disclosure of information must be filed with the Commission and served on all interested parties by 30 November 1989. Any materials to be used in the company's presentation on the development of a revised Remote Communities Program must also be filed with the Commission and served on all interested parties by 30 November 1989.

(7) All documents are to be received by the dates specified, not merely mailed by those dates.
|
(8) The review meeting will commence on 5 December 1989 at 9:30 a.m. in Hotel Vancouver, Waddington Room, 900 West Georgia Street, Vancouver, British Columbia.

The company is requested to provide the following information as part of, or with, the 1989 View of its construction program:
|
(1) a 1989-View-over-1988-View comparison of the company's forecast construction expenditures by usage categories, identifying the amounts of change between Views attributable to:
|
a) inflation,
b) accounting changes,
c) volume, and
d) other;
|
(This View-over-View information is to be provided, by year, for the years common to both Views).
|
(2) A year-over-year comparison of the company's 1989 View of its construction program, by usage categories, identifying the changes in expenditures attributable to:
|
a) inflation,
b) accounting changes,
c) volume, and
d) other;
|
(3) a comparison of the actual expenditures of the company in 1988 to the expenditures forecast by the company in its budget View of that year, by usage categories, identifying the variances in expenditures attributable to:
|
a) inflation,
b) accounting changes,
c) volume, and
d) other;
|
(4) updates to the company's Capital Plan Planning and Methods (29 September 1988, Revision) and Planning Guidelines documents, as applicable;
|
(5) the reasons, including any economic evaluations conducted, for each new program;
|
(6) the reasons, including any economic or quality of service evaluations conducted, for the deletion of any programs since the 1988 View;
|
(7) the actual and forecast improvements in efficiency and quality of service for all programs intended to provide such improvements and expected to cost over $1 million;
|
(8) the actual utilization for subscriber outside plant, local switching equipment, trunk facilities and toll switching equipment for the year 1988, plus the predicted utilization for the years 1989 to 1991 inclusive;
|
(9) an up-to-date version of the company's list of central offices, indicating switching equipment and office types, as well as planned conversion dates, where applicable;
|
(10) details of the revised Remote Communities Program;
|
(11) a statement as to whether the three communities identified in Capital Program Management System (CPMS) 32000, Service to Remote Communities, and those of the eighteen unserved communities identified in the company's presentation at the 1988 CPR meeting entitled Service to Remote and Rural Areas of B.C. that are located beyond existing VHF coverage areas, will be able to obtain EARS;
|
(12) estimated implementation dates for the provision of EARS to those of the communities identified in item 11 above that will be able to obtain EARS, and to any other unserved communities;
|
(13) a proposal for determining eligibility for full exchange service and a list of qualifying communities;
|
(14) for each remote community qualifying for full exchange service that has not received service, estimates of the charges that would apply for construction on public property;
|
(15) an estimate of the revenue shortfall associated with construction on private property for the period January to October 1989, inclusive, that would have resulted if the free allowance had been increased from 100 metres to 165 metres; and
|
(16) with respect to CPMS 32200, Rural Service, a breakdown of actual and forecast expenditures by separate components allocated for (1) the establishment of new central offices, (2) the extension of telephone service and (3) the provision of temporary service to rural areas using fixed radiotelephone service, for each of the years 1988 to 1991.
