BELL CANADA - 1989 CONSTRUCTION PROGRAM REVIEW
|
|
The Commission announces that it will conduct a review of the construction program (CPR) of Bell Canada (Bell) for the year 1989. This review will be conducted in accordance with the procedure established in CRTC Telecom Public Notice 1982-6, dated 28 January 1982.
|

I PRELIMINARY MEETING
|
In Bell Canada - 1988 Construction Program Review, Telecom Decision CRTC 89-4, 22 February 1989, the Commission stated that, in light of the many questions and concerns raised in the 1988 CPR with regard to provisioning costs, utilization ranges and cost/demand ratios, further explanation by the company would assist interested parties in gaining a better understanding of the construction program evaluation process. Accordingly, Bell was directed to make presentation on the derivation and use of cost/demand ratios and optimum utilization ranges at the preliminary meeting of the 1989 CPR.

The preliminary meeting is scheduled to be held on 6 June 1989, at 9:30 a.m., in the Conference Centre, Phase IV, Place du Portage, 140 Promenade du Portage, Hull, Québec.

II 1989 CPR
|
|
The following schedule has been established for the 1989 review:
|
|
(1) Any person wishing to participate should file a notice of intention to participate with the Commission, and serve a copy on the company, by 16 March 1989. The notice should indicate the names of those who will be in attendance at the review meeting.
|
|
(2) The company must file the 1989 View of its construction program with the Commission, and serve a copy on all parties who have filed a notice of intention to participate (interested parties), by 23 March 1989.
|
|
(3) Interrogatories addressed by interested parties to Bell must be filed with the Commission and served on the company by 21 April 1989.
|
|
(4) The company's written responses to these interrogatories must be filed with the Commission and served on all interested parties by 19 May 1989.
|
|
(5) Requests by interested parties for further responses to interrogato ries, specifying in each case why a further response is both relevant and necessary, and requests for public disclosure of information for which confidentiality has been claimed, setting out the reasons for disclosure, must be filed with the Commission and served on the company by 26 May 1989.
|
|
(6) The company's written responses to requests for further responses to interrogatories and requests for public disclosure of information must be filed with the Commission and served on all interested parties by 2 June 1989.
|
|
(7) Where a document is to be filed or served by a specific date, the document must be actually received, not merely mailed, by that date.
|
|
(8) The review meeting will be held in the Conference Centre immediately following the preliminary meeting.
|
|
The company is requested to provide the following information as part of, or with, the 1989 View of its construction program:
|
(1) in accordance with the directions in Bell Canada - 1983 Construction Program Review, Telecom Decision CRTC 84-2, 16 January 1984, View- over-View Expenditure Analysis, Year-over-Year Expenditure Analysis and Actual Expenditure Analysis with respect to all changes from the forecast expenditures shown in the 1988 View of its construction program;

(2) the reasons, including any economic evaluations conducted, for the addition of each new program;
|
|
(3) the reasons, including any economic or quality of service evaluations conducted, for the deletion of any programs that were included in the 1988 View;
|
|
(4) the actual and forecast improvements in efficiency or productivity for programs that are designed to provide such improvements;
|
|
(5) a list of central offices, showing the type of switching technology, the number of installed lines, a measure of utilization, the type of equipment and, where applicable, the date for modernization; and
|
|
(6) updates to the 30 April 1985 version of the company's Construction Program Management System.
