Applications (893798900, 893799700) by LES CONSULTANTS PAGARD INC., 405 Doyon Street, Magog, Quebec, J1X 1A4, to amend the licences to carry on the broadcasting receiving undertakings serving the above-mentioned localities, by adding a condition of licence allowing the licensee to distribute, at its option, the programming services of The Sports Network (TSN), MuchMusic and Country Music Television (CMT) as part of its basic service.
The licensee also requests the withdrawal of the condition of licence allowing it ti distribute, at its option, on the basic service, the programming of CITV-TV Edmonton, Alberta; CHCH-TV Hamilton, Ontario; WXYZ-TV (ABC) and WDIV (NBC) Detroit, Michigan, received form CANCOM.

4. MONTRÉAL, Quebec
Application (893933200) by RADIO COMMUNAUTAIRE FRANCOPHONE DE MONTRÉAL INC. to amend the broadcasting licence for CIBL-FM Montréal, by increasing the effective radiated power from 10 to 221 watts, by changing the frequency form 104.5 MHz to 101.5 MHz and by relocating the transmitter form the west tower of the Olympic Village to the mast of the Olympic Stadium.
The Commission had approved in Decision CRTC 88-830 dated 2 December 1988 the application to amend the broadcasting licence of CIBL-FM Montréal, by changing the frequency from 104.5 MHz (Channel 283 LP) to 104.7 MHz (Channel 284A), by increasing the effective radiated power from 10 to 315 watts, and by relocating the transmitter form the west tower of the Olympic Village to the mast of the Olympic Stadium.
Following this decision the Department of Communications advised the licensee that the Department jointly with Transport Canada had adopted a refined method to analyze the compatibility of the approved frequency (104.7 MHz) with aeronautical navigation services (NAV/COM) operating at Dorval airport. The analysis indicated that there was a high potential for interference and therefore the Department of Communications withdrew its approval (technically acceptable) of the CIBL-FM application.
The current application is in accordance with a favourable outcome of an FM/NAVCOM compatibility study conducted jointly by the Department of Communications and Transport Canada.

Application (883729600) by MITCHELL-SEAFORTH CABLE T.V. LTD. to amend the licence to carry on the broadcasting receiving undertaking serving the above-mentioned localities, by changing the authorized distribution.
The applicant proposes:
 a) to delete the distribution of WGRZ-TV (NBC), WIVB-TV (CBS), WKBW-TV (ABC) and WNED-TV (PBS) Buffalo, New York; and
 b) to add condition of licence allowing the licensee to distribute, at its option, on the basic service, the programming of WDIV-TV (NBC), WTVS-TV (PBS), WJBK-TV (CBS) and WXYZ-TV (ABC) Detroit, Michigan received via satellite from the Canadian Satellite Communications Inc. (CANCOM) network.
