Following a Public Hearing in Vancouver on 3 October 1989, the Commission approves the application for a licence to carry on a broadcasting distributing undertaking consisting of six low-power television channels to serve Fort Simpson.

The Commission will issue a licence to Patrick Wood, representing a society to be incorporated, expiring 31 August 1994, subject to the conditions specified in the licence to be issued.

This authority will only be effective and the licence will only be issued at such time as the Commission receives documentation establishing that the company has been incorporated in accordance with the application in all material respects.

This undertaking will distribute the programs of CHAN-TV Vancouver, CITV-TV Edmonton, WDIV (NBC), WXYZ-TV (ABC), WJBK-TV (CBS) and WTVS (PBS) Detroit, Michigan, received via satellite from the CANCOM network, on channels 11, 4, 2, 6, 7 and 12 respectively, each with a transmitter power of 10 watts.

In assessing this application, the Commission has taken into account that the proposed service area is an isolated community of approximately 210 households located on Simpson Island as well as 15 households located off the island and that cable service is not available in the community. In view of this very special case and in accordance with Public Notice CRTC 1987-254 dated 26 November 1987 entitled "Regulatory Policy for Direct-to-Home (DTH) Satellite Broadcasting Systems, Multipoint Distribution System (MDS) and Subscription Television (STV) Systems", the Commission approves this application.
