Following a Public Hearing in the National Capital Region on 27 June 1989, the Commission approves the application by the Aboriginal Multi-Media Society of Alberta (AMMSA) for a Cree- (50%) and English- (50%) language FM radio network licence for the purpose of broadcasting the programming of CFWE-FM Lac La Biche, Alberta. The Commission will issue a network licence expiring 31 August 1994, subject to the conditions specified in this decision and in the licence to be issued.
In view of the fact that this non- profit corporation will be supported in part by government loans or grants, the applicant is reminded that it should ensure that it retains full control over all management and programming decisions at all times.
The Commission notes that AMMSA has been producing three hours of programming daily, Monday to Friday, from studios in Edmonton and Lac La Biche. The programming has been divided equally between Cree and English with the musical content entirely in the native language. AMMSA has indicated that it proposes to implement a satellite-based distribution system during the next three years to continue and expand its services to native reserves and Metis settlements in Alberta.
In Decision CRTC 89-712 of today's date, the Commission has approved applications by AMMSA for Cree- and English-language FM radio broadcasting transmitting undertakings in the above-noted locations. These new undertakings will be affiliated with the network authorized herein.
In line with Public Notice CRTC 1989-4 dated 10 January 1989, the network operator, AMMSA, is required, by condition of licence, to file a report with the Commission every three months listing the affiliates to the network.
The Commission reminds the affiliated stations that they retain complete responsibility for their entire program schedule and that they are required to include the musical compositions broadcast during network programs when calculating Canadian content.
