Further to Public Notice CRTC 1989-51 dated 25 May 1989, the Commission approves the application to amend the licence for community radio station CFBS-FM Lourdes-de-Blanc-Sablon by increasing the effective radiated power from 25 watts to 178 watts.
The Department of Communications has advised the Commission that this proposal is technically acceptable, but that issuance of a Technical Construction and Operating Certificate is conditional on the resolution of any problems involving interference with aeronautical NAV/COM services.
In accordance with paragraph 13(1)(b) of the Broadcasting Act, the Commission will only issue the licence amendment, and the authority granted herein may only be implemented, at such time as written notification is received from the Department of Communications that it will issue an amendment to the Technical Construction and Operating Certificate.
The licensee indicated that this power increase should result in improved signal quality in the area and should provide the station with sufficient power to feed two proposed rebroadcasters at Middle Bay and Rivière Saint-Paul. The Commission notes that applications to operate these two rebroadcasters were considered at the 29 May 1989 Public Hearing in the National Capital Region and are approved in Decision CRTC 89-511 of today's date.
The present application also included proposed changes to CFBS-FM's Promise of Performance. The Commission approves the proposal to increase the amount of local programming from 48 to 60 hours per week and to rebroadcast 108 hours per week of programming originating from CITE-FM Montreal, received via satellite.
In this regard, the Commission reminds the licensee that the programming received from CITE-FM should complement the locally- produced community programming rather than replace it and should not occupy the best time slots in its program schedule. Accordingly, the Commission expects the licensee to ensure that its local programming is broadcast at times which will permit the most favourable access possible to its members and to volunteers or community groups interested in program production.
The Commission also approves the proposals relating to the broadcasting of a combined foreground/mosaic level of 40%, a level which it considers acceptable by virtue of this community's isolated location and limited resources, as well as a 20% level for foreground format programs. The proposal to change the station's music format from Group I to Group IV is also approved. The Commission notes that as a result of this last change, the station's music content will be more in line with the musical diversity stipulated in the community radio policy.
The licensee also proposed to reduce its news content (category 1) from 8 hours per week to 2 hours 30 minutes. In view of the fact that it has today authorized this community radio station to increase the amount of local programming broadcast and to enlarge its broadcast area to include the communities of Middle Bay and Rivière Saint-Paul, the Commission considers that the licensee's proposal is unacceptable and therefore denies the proposed reduction in the amount of news. The licensee is required to submit to the Commission within 30 days of the date of this decision a revised Promise of Performance in this respect.
