Following a Public Hearing in the National Capital Region on 7 June 1988, the Commission renews the Class 2 licence held by Norcom Telecommunications Limited (Norcom) for the broadcasting receiving undertaking serving Kenora and Keewatin from 1 July 1989 to 31 August 1993. The operation of this undertaking will be regulated pursuant to Parts I and II of the Cable Television Regulations, 1986 (the regulations) and the licence will be subject to the conditions specified in this decision and in the licence to be issued.

This term will enable the Commission to consider the renewal of this licence at the same time as that of other cable systems in the area.

In Decisions CRTC 88-697, 88-886 and 89-81 dated 29 September and 22 December 1988 and 28 March 1989 respectively, the Commission granted three-month renewals of the licence for this undertaking between 1 October 1988 and 30 June 1989.

In addition to the services required or authorized to be distributed pursuant to the applicable sections of the regulations, the licensee is authorized, by condition of licence, to continue to distribute, at its option, CITV-TV Edmonton, CHCH-TV Hamilton, WJBK-TV (CBS) and WDIV (NBC) Detroit, Michigan, received via satellite from the CANCOM network, as part of the basic service.

The licensee is also authorized to continue to distribute, at its option, WDAZ-TV (ABC) Fargo and KAWE-TV (PBS) Pembina, North Dakota, received via microwave, as part of the basic service.

The Commission reminds the licensee that pursuant to section 16 of the regulations that it must distribute all mandatory programming services, including CJRL Kenora. Furthermore, in accordance with section 9 of the regulations, the licensee is required to distribute the French-language educational television programming service operated by TVOntario ("La Chaîne française") on the basic band (channels 2 to 13).

Should the licensee wish to be relieved of this requirement of section 9 of the regulations, it must apply to the Commission providing reasons to justify such an exemption. The Commission notes that Kenora and Keewatin are not communities that have been designated by the Ontario Government to receive French-language services.

The amount of $15.56 forms the base portion of the basic monthly fee.

The Commission reaffirms the particular importance it attaches to the development of community programming and has taken note of the annual budgets which will be allocated for this purpose during the new licence term.
