Following a Public Hearing in Halifax on 6 December 1988, the Commission renews the broadcasting licences for CBAFT Moncton and its rebroadcasters serving the other communities noted above from 1 September 1989 to 31 August 1994, subject to the conditions specified in the appendix to this decision and in the licences to be issued.
CBAFT is owned and operated by the CBC and, for the most part, broadcasts the programming of the CBC French-language television network.
The CBC has committed to broadcast, during the new licence term, 10 hours 25 minutes per week of locally-produced programs on CBAFT. In this regard, the Commission notes that the station's current program schedule includes a weekday information magazine; a regional early afternoon and late-night news program seen in Moncton, Edmundston, Bathurst and Fredericton, New Brunswick as well as Prince Edward Island and Nova Scotia; a weekly news magazine "La Revue"; and "Génies en herbe", a student quiz show. The station also produces the general-interest cultural magazine "Autoroute électronique" and broadcasts "Vidéoclub", a regional weekly program produced in co-operation with other CBC regional stations.
Further, the station contributes to the network series "Reflets d'un Pays", "Le Jour du Seigneur", "Le Téléjournal" and "Le Point", as well as to various magazine programs such as "La Semaine verte", "Second Regard" and "Au Jour le jour". CBAFT also proposes to participate in special projects with independent producers and government agencies, particularly Telefilm Canada.
The CBC has also committed to spend $320,000 during the new licence term for CBAFT to produce a musical variety series entitled "Coup d'oeil" which will feature Acadian talent.
The Commission expects CBAFT to broadcast, at a minimum throughout the new licence term, the weekly amount of original local productions set out in its Promise of Performance.
According to the financial projections provided with its renewal application, CBC will spend $6,910,000 on Canadian programming for CBAFT in the first year of the new licence term. The Commission notes that this amount includes the cost of productions made for network distribution and that when these costs are deducted, the amount for local productions becomes $6,813,260, when calculated in accordance with the percentage allocation set out in the application submitted by the Corporation.
The Commission has also noted the CBC's proposals for improving the services offered by its regional stations in the context of implementing its action plan for francophone communities outside the Province of Quebec, as described in Public Notice CRTC 1988-143 dated 2 September 1988.
In renewing these licences, the Commission also authorizes the CBC to make use of the Vertical Blanking Interval. The Commission expects the CBC to adhere to the guidelines set out in Appendix A to Public Notice CRTC 1989-23 dated 23 March 1989 entitled "Services Using the Vertical Blanking Interval (Television) or Subsidiary Communications Multiplex Operation (FM)".
While CBAFT's renewal application made no specific commitments to close caption local productions, the Commission encourages CBAFT, at a minimum, to provide deaf and hearing-impaired viewers with access to local news headlines through captions (open or closed) or signing during the new licence term.
It also expects CBAFT, during the first year of the new licence term, to acquire a telephone device for the deaf (TDD) and install it wherever is most appropriate, such as in the master control room, to ensure access to the station by deaf and hearing-impaired viewers over the entire broadcast day.
The Commission has received an intervention from the Société des Acadiens et des Acadiennes du Nouveau-Brunswick asking the CBC to provide the advance feed of network programs to the Maritimes, in particular for "Le Téléjournal". The intervener stressed the need for the creation of regional news teams, for programming oriented to children and young adults and for regional programming featuring regional talent.
An intervention was also received from the Wolastokwik Negoot-Gook which requested that native people in the Atlantic provinces be given access to production facilities and associated funding. Further, the intervener asked that the Commission establish policies promoting the broadcast of native programming by public and private broadcasters. In this regard, in Public Notices CRTC 1985-274 ("Northern Native Broadcasting") and CRTC 1986-75 ("CRTC Action Committee on Northern Native Broadcasting"), the Commission announced the establishment of an Action Committee to deal with the problems of fair access.

1. The licensee shall adhere to the CBC guidelines on sex-role stereotyping, as amended from time to time and approved by the Commission. Until such time as the Commission has approved the revised CBC guidelines, the CBC shall adhere to its current guidelines on sex-role stereotyping (as set out in Part C of Appendix A to Public Notice CRTC 1986-351 dated 22 December 1986) and, as a minimum, to the CAB's guidelines on sex-role stereotyping, as amended from time to time and approved by the Commission.
2. The licensee shall adhere to the standards for children's advertising set out in the Corporation's Advertising Standards Policy C-5 dated 4 June 1986 and entitled "Advertising Directed to Children Under 12 Years of Age", as amended from time to time and approved by the Commission, provided that the policy meets, as a minimum, the standards set out in the CAB's The Broadcast Code for Advertising to Children, revised in January 1988, as amended from time to time and approved by the Commission.
Further, the licensee shall not broadcast any commercial message during any child-directed programming or any child-directed commercial message between programs directed to children of pre-school age. For the purpose of this condition, programs directed to children and scheduled before 12:00 noon during school-day morning hours will be deemed to be programs directed to children of pre-school age.
