Pursuant to Public Notice CRTC 1988-77 dated 11 May 1988, the Commission approves the application to amend the broadcasting licence for CKRO-FM Inkerman by increasing the effective radiated power from 28,800 watts to 39,000 watts, and by relocating the transmitter site from Six Roads to Pokemouche, approximately eight kilometres further north.
The Commission notes that this increase in power when combined with the new transmitter site will not change the reception quality of CKRO-FM, except for offering an improved quality of service to listeners in the fringe areas.
In considering this application, the Commission has also taken into account the potential impact of these technical modifications on other radio stations in the area. In this respect, the Commission has considered the interventions received from Radio Acadie Ltée, licensee of CJVA whose market includes Caraquet, New Brunswick and Radio de la Baie Ltée, licensee of an FM radio station in Bathurst, New Brunswick which is not yet operational. The interveners are concerned that the proposed primary service contour of CKRO-FM would now enclose and provide a high quality signal in the Caraquet region thereby creating an unfair advantage for CKRO-FM.
The Commission reminds the interveners that the CKRO-FM signal is currently available in Caraquet and reminds the licensee that, pursuant to Decision CRTC 87-576 dated 20 July 1987, it is a condition of licence that CKRO-FM not solicit advertising in Caraquet.
Further, the Commission approves the licensee's request to relocate the studio site from Inkerman to Pokemouche. The licensee has indicated that the more centrally-located site better suits the practical needs of the community radio station, and will eliminate the need to establish a microwave feed to its studio facilities.
