BELL CANADA - 1988 CONSTRUCTION PROGRAM REVIEW
The Commission announces that it will conduct a review of the construction program (CPR) of Bell Canada (Bell) for the year 1988. This review will be conducted in accordance with the procedure established in CRTC Telecom Public Notice 1982-6, dated 28 January 1982.
1) Preliminary Meeting
In Bell Canada - 1987 Construction Program Review, Telecom Decision CRTC 87-15, 22 October 1987, the Commission noted that at the December 1980 preliminary meeting, Bell presented a paper describing the demand forecasting process and its relationship to the capital budgeting process. The Commission expressed its view that, because of the fundamental importance of the demand forecast in the CPR and in light of the many questions and concerns which were raised in the 1987 proceeding, a similar presentation would provide an opportunity for all interested parties to gain a better understanding of how the various forecasts undertaken by the company are utilized in the preparation of the construction program. Accordingly, Bell was directed to provide a presentation on its forecasting process at the preliminary meeting to the 1988 CPR.
The preliminary meeting is scheduled to be held on 7 June 1988 commencing at 9:30 a.m. in the Conference Centre, Phase IV, Place du Portage, 140 Promenade du Portage, Hull, Québec.
2) 88 CPR
The following schedule has been established for the 1988 review:
a) Any person wishing to participate in the review should file a notice of intention to participate with the Commission, and serve a copy on the company, on or before 22 February 1988. The notice should indicate the names of those who will be in attendance at the review meeting.
b) The company must file the 1988 View of its construction program with the Commission, and serve a copy on all parties who have filed a notice of intention to participate, on or before 25 March 1988.
c) Interrogatories by interested parties must be filed with the Commission and served on the company on or before 22 April 1988.
d) The company's written responses to these interrogatories must be filed with the Commission and served on all interested parties by 20 May 1988.
e) Requests by interested parties for further responses to their interrogatories, specifying in each case why a further response is both relevant and necessary, and requests for public disclosure of information for which confidentiality has been claimed, setting out the reasons for disclosure, must be filed with the Commission and served on the company by 27 May 1988.
f) The company's written responses to requests for further responses to interrogatories and requests for public disclosure of information must be filed with the Commission and served on all interested parties by 3 June 1988.
g) The review meeting will be held immediately following the preliminary meeting in the Conference Centre, Phase IV, Place du Portage, 140 Promenade du Portage, Hull, Québec.
The company is requested to provide the following information as part of or with the 1988 View of its construction program:
a) in accordance with the directions in Bell Canada - 1983 Construction Program Review, Telecom Decision CRTC 84-2, 16 January 1984, View over View Expenditure Analysis, Year over Year Expenditure Analysis and Actual Expenditure Analysis with respect to all changes from the forecasted expenditures as shown ln the 1987 View of its construction program;
b) the reasons, including any economic evaluations conducted, for each new program;
c) the reasons, including any economic or quality o£ service evaluations conducted, for each program deleted from the 1987 View;
d) the actual and forecast improvements in efficiency or productivity for programs which are proposed to provide such improvements;
e) a list of central offices showing the type of switching technology, the number of installed lines, a measure of utilization, the type of equipment and, where applicable, the date for modernization; and
f) updates to the 30 April 1985 version of the company's Construction Program Management System, if applicable.
