BELL CANADA - 976 SERVICE
|
The Commission approved the introduction of 976 Service in the operating territory of Bell Canada (Bell) on 2 October 1986. Since that time, the Commission has received numerous complaints from subscribers dealing mainly with charges appearing on their bills following uncontrolled use of the service. In response to these concerns, in a letter dated 22 April 1988, the Commission required Bell to provide information on a number of questions related to 976 Service. Bell filed its response to this letter on 6 June 1988.

Having considered the information provided by Bell, in Telecom Letter Decision CRTC 88-4, dated 7 July 1988, the Commission identified certain corrective measures that it requested the company to implement in order to minimize uncontrolled use of 976 Service.

The Commission has also decided to invite public comment on issues related to 976 Service, particularly the issue of the recovery of the costs associated with call blocking. Accordingly, the Commission announces the following procedure:

1. The above-mentioned documents may be examined at any of the company's business offices, or at the offices of the CRTC, Room 201, Central Building, Les Terrasses de la Chaudière, 1 Promenade du Portage, Hull, Québec, or Complex Guy-Favreau, East Tower, 200 Dorchester Blvd. West, 6th floor, Montréal, Québec. Copies of this material may be obtained by writing to Bell or the Commission.

2. Interested persons may address interrogatories to Bell, with a copy to the Commission, by 8 August 1988.
|
3. Bell shall file responses to these interrogatories with the Commission and serve a copy on all persons who addressed interrogatories, by 7 September 1988.

4. Persons who wish to file comments in this proceeding may do so by 7 October 1988 by writing to the Commission and serving a copy on Bell.
|
5. Bell may file a reply with the Commission by 27 October 1988, serving a copy on the person who made the comment.
|
6. Where a document is to be filed or served by a specific date, the document must be actually received, not merely mailed, by that date.
|
