CALL FOR APPLICATIONS FOR A LICENCE TO CARRY ON AN FM RADIO BROADCASTING TRANSMITTING UNDERTAKING TO SERVE THUNDER BAY, NIPIGON AND RED ROCK, Ontario
The Commission announces that it has received an application for a licence to provide an FM radio service to serve Thunder Bay, Nipigon and Red Rock, Ontario.
In keeping with its usual procedure in such cases, the Commission hereby calls for applications from other parties wishing to obtain a licence to provide an FM radio service to Thunder Bay, Nipigon and Red Rock, Ontario.
Persons wishing to submit an application for a licence to carry on an FM radio broadcasting transmitting undertaking to serve the above-noted areas, are invited to file their application to the Commission by 17 March 1989 and to submit all necessary technical documentation to the Department of Communications by the same date.
It should be noted that in making this call, the Commission has not reached any conclusion with respect to the viability of such a service. Nor should it necessarily be construed that the Commission will, by virtue of having called for applications, authorize such a service at this time.
In light of rapidly evolving industry conditions, the Commission will be concerned with the financial capability of the applicants and the viability of the proposed service.
Applicants will also be required to provide evidence which clearly demonstrates the demand and market for the proposed station and service. Without limiting the scope of the issues to be covered, the following should be addressed: 1.  the contribution that the new service will make to the achievement of the objectives of the Broadcasting Act, particularly the development of local and regional oriented programs;
2.  the anticipated audience reach of the new service having regard to the impact on the audience of existing radio stations;
3.  the proposed expenditures and the method by which the applicant will foster and develop Canadian talent, including local and regional talent;
4.  the diversity that the new service will add to the radio services available in the market;
5.  An analysis of the markets and potential advertising revenues, taking into account the results of any survey conducted that substantiate the projections; and the effect on the advertising revenues of existing radio stations;
6.  a clear demonstration of financial viability consistent with the requirements indicated by the applicant's financial projections, including demonstrated availability of supplementary financing in the event that projected revenues are not realized;
7.  a clear demonstration of the financial viability of the principals.
In this regard, the Commission wishes to reaffirm that the fundamental objective of its FM policy is to ensure that the overall FM radio services provided in any given market are as varied and comprehensive as possible.
The Commission also reminds applicants that they should take into consideration the eligibility requirements set out in the Consolidated Regulations of Canada, 1978, Chapter 376 (Eligible Canadian Corporations) and in P.C. 1985-2108 dated 27 June 1985 (Ineligibility to hold broadcasting licences).
The Commission will announce at a later date the time and place of the public hearing where applications received pursuant to this call will be considered and the place where such applications may be examined by the public.
A resumé of each application will also be published in newspapers of general circulation within the area to be served.
The public will be given the opportunity to comment on any application by submitting written intervention(s) to the undersigned and by serving a true copy of the intervention(s) on the applicant(s) at least twenty (20) days before the date of the hearing.
