In Public Notice CRTC 1988-33 dated 2 March 1988, the Commission outlined its proposed regulatory approach for services using the Vertical Blanking Interval (VBI) of television stations and the Subsidiary Communications Multiplex Operation (SCMO) channel of FM stations. In the same Public Notice, the Commission proposed for public comment amendments to the Television Broadcasting Regulations, 1987 (television regulations) and to the Radio Regulations, 1986 (radio regulations).
The complete text of the proposed amendments to the television regulations and to the radio regulations was inadvertently omitted from the copy of Public Notice CRTC 1988-33 that was published in the Canada Gazette, Part I on 12 March 1988, as required pursuant to paragraph 16(1)(b) of the Broadcasting Act.
Accordingly, the proposed changes will be republished in the Canada Gazette, Part I, this time with the full text of the specific amendments to the television regulations and the radio regulations. Persons who, as a result of this omission, did not comment on the proposed amendments in response to the request for public comment in Public Notice CRTC 1988-33, are invited to do so by 23 December 1988. Those who have already responded may submit additional information if they wish, but should not reiterate any points made in response to Public Notice CRTC 1988-33.
