Following a Public Hearing in the National Capital Region on 7 June 1988, the Commission approves the application for a licence for an English-language FM radio broadcasting transmitting undertaking at Wawa, on the frequency 107.1 MHz, channel 296, with an effective radiated power of 5 watts, to rebroadcast the programs of CFNO-FM Marathon, Ontario.

The Commission will issue a licence expiring 30 September 1990, subject to the conditions specified in this decision and in the licence to be issued. This term will enable the Commission to consider the renewal of this licence at the same time as that of the originating station CFNO-FM.

The Department of Communications (DOC) has advised the Commission that this proposal is technically acceptable, but that issuance of a Technical Construction and Operating Certificate is conditional on the resolution of any problems involving interference to aeronautical NAV/COM services.

The Commission notes that the applicant proposes to operate the rebroadcaster at an effective radiated power of 5 watts, rather than the 20 watts indicated in CRTC Notice of Public Hearing 1988-29 dated 8 April 1988.

In a related decision issued today (CRTC 88-740), the Commission has granted a licence to the applicant to operate an English-language FM undertaking at Dubreuilville, to rebroadcast the programs of CFNO-FM. The Commission notes that these rebroadcasters will provide FM service to the communities of Wawa and Dubreuilville as well as extend the signal of CFNO-FM further east along the Trans-Canada Highway, to serve the travelling public.

The Commission further notes that the applicant intends to assign one person to report on news and sell advertising in the areas covered by the new rebroadcasters. The applicant also indicated plans to establish a separate feed to the areas of Wawa-Dubreuilville-Hornepayne-White River, and another to the Geralton-Longlac-Nakina-Beardmore areas. The applicant is reminded that any changes in the studio origination points of the programming broadcast by any transmitter require the prior approval of the Commission.

The Commission acknowledges the numerous interventions received in support of this application; as noted by many of the interveners, the proposed rebroadcaster will provide an information link between Wawa and other northern communities which currently receive the CFNO-FM service.

It is a condition of licence that construction of this undertaking be completed and that it be in operation within twelve months of the date of this decision or, where the applicant applies to the Commission within this period and satisfies the Commission that it cannot complete implementation before the expiry of this twelve-month period and that an extension of this period is in the public interest, within such further period of time as is approved in writing by the Commission.
