TERRA NOVA TELECOMMUNICATIONS INC. 1987 CONSTRUCTION PROGRAM REVIEW
|
|
The Commission announces that it will conduct a review of the construction program (CPR) of Terra Nova Telecommunications Inc. (Terra Nova Tel) for the year 1987. This review will be conducted in accordance with the procedure established in CRTC Telecom Public Notice 1982-47, dated 28 October 1982.
|
|
The following schedule has been established for the 1987 review:
|
|
a) Any person wishing to participate in with the Commission, and serve a copy on the company, on or before 4 May 1987.
|
|
b) The company must file the 1987 View of its construction program with the Commission, and serve a copy on all parties who have filed a notice of intention to participate, on or before 15 May 1987.
|
|
c) Interrogatories by interested parties must be filed with the Commission and served on the company on or before 12 June 1987.
|
|
d) The company's written responses to these interrogatories must be filed with the Commission and served on all interested parties on or before 10 July 1987.
|
|
e) Requests by interested parties for further responses to their interrogatories, specifying in each case why a further response is both relevant and necessary, and requests for public disclosure of information for which confidentiality has been claimed, setting out the reasons for disclosure, must be filed with the Commission and served on the company on or before 17 July 1987.
|
|
f) The company may file a reply to any request for further responses to interrogatories or for public disclosure of information with the Commission, and serve a copy on the party in question, on or before 27 July 1987.
|
|
g) The party requesting further responses to interrogatories or public disclosure of information may file a reply with the Commission, and serve a copy on the company on or before 7 August 1987.
|
|
h) Comments by interested parties on the reasonableness of the 1987 View of the Terra Nova Tel construction program must be filed with the Commission and served on the company on or before 4 September 1987.
|
|
i) The company's written replies to these comments must be filed with the Commission and served on all interested parties on or before 2 October 1987.
|
|
The company is requested to provide the following information, on or before 15 May 1987, as part of or with the 1987 View of its construction program:
|
|
a) a 1987 View over 1986 View comparison of the company's forecasted construction expenditures by usage categories, identifying the amounts of change between Views attributable to:
|
|
1) variations due to inflation,
2) accounting changes,
3) variations in demand, and
4) any other variations;
|
|
(This View over View information is to be provided by year, for the years common to both Views.)
|
|
b) a year over year comparison of the company's 1987 View of its construction program by usage categories, identifying the amount of the changes in such expenditures attributable to:
|
|
1) variations due to inflation,
2) accounting changes,
3) variations in demand, and
4) any other variations:
|
|
c) a comparison of the actual expenditures of the company in 1986 and the expenditures forecasted by the company in its budget view of that year, by usage categories and classes of plant, identifying the amount of the changes in such expenditures attributable to:
|
|
1) variations due to inflation,
2) variations in company policy, specifying in each case the amount attributable to policy
changes,
3) accounting changes,
4) variations in demand, and
5) any other variations:
|
|
d) updates to the company's document entitled Terra Nova Telecommunications Inc. Construction Program Report in Compliance with Telecom Decision CRTC 80-19, as applicable;
|
|
e) the reasons, including any economic evaluations conducted, for each new program;
|
|
f) the reasons, including any economic or quality of service evaluations conducted, for each program deleted from the 1986 View;
|
|
g) the actual and forecast improvements in efficiency or productivity and quality of service for all programs which are proposed to provide such improvements; and
|
|
h) the actual utilization for the year 1986 plus the forecasted utilization for the years 1987 to 1990 inclusive for the following classes of plant:
|
|
1) local telephone exchanges,
2) feeder cable,
3) intertoll switching systems,
4) inter-city transmission systems,
5) subscriber equipment,
6) telex exchanges, and
7) broadband exchanges.
|
|
