Following a Public Hearing in Hull, Quebec on 5 November 1986, the Commission approves the application by Westcom Radio Group Ltd. for an English-language radio network licence for the purpose of broadcasting the "Gary Bannerman Program", a public affairs open-line show, from 9:05 a.m. to 10:30 a.m., Monday through Friday.
The Commission will issue a network licence expiring 30 September 1990, subject to the conditions specified in the licence to be issued.
The stations authorized to be affiliated to this network will be specified in a schedule which will be appended to the licence. In line with Public Notice CRTC 1985-252 dated 20 November 1985, any addition or deletion of affiliates requires the prior approval of the Commission.
The Commission acknowledges the intervention by Mr. Edward Harrison, opposing this application in view of racially-offensive remarks made by Mr. Bannerman on his open-line program in the past, as well as the licensee's reply to the intervener. The Commission considers that this issue has already been dealt with and addressed by the Commission in Public Notice CRTC 1985-236 dated 4 November 1985 (Complaints by the Nishga Tribal Council and the Musqueam Indian Band against CKNW New Westminster, B.C.).
