Following a Public Hearing in Montreal on 24 November 1986, the Commission approves the application for authority to acquire the assets of CKCV Quebec from Télémédia Communications Inc., and to obtain a broadcasting licence to continue the operation of this station.
The Commission will issue a licence to Les Entreprises Télémédia Inc. upon surrender of the current licence. The licence will expire 31 December 1987, which is the expiry date of the current licence, subject to the same terms and conditions.
The Commission notes that this application for tranfer of the assets of CKCV follows an inter-corporate transaction between two wholly-owned subsidiaries of La Corporation Télémédia and that approval of this application does not involve any change of control. The new licensee, as the former one, is a company controlled indirectly by Mr. Philippe de Gaspé Beaubien and his family.
The Commission also notes that the new licensee does not propose any changes in the programming or management of this undertaking, except for changes to its technical parameters as approved below.
The Commission also approves the application to relocate the transmitter from Saint-Augustin-de-Desmaures to Saint-David, Quebec, and to reduce the effective radiated power from 50,000 watts to 10,000 watts (daytime) and 5,000 watts (night-time).
This application follows Decision CRTC 85-1118 in which the Commission renewed the licence for CKCV from 1 January 1986 to 31 December 1987 and requested the licensee to continue to work with the Department of Communications (DOC) to find a solution to the interference problems resulting from the relocation of its antenna to Saint-Augustin-de-Desmaures and an increase in the station's power to 50,000 watts, following which it was to submit an application to amend its licence accordingly. The Commission notes that, with respect to the application at hand, DOC has notified the CRTC of its intent to issue a technical certificate.
The Commission notes the intervention submitted by the Town of Cap-Rouge requesting that the relocation of the antenna site be completed no later than 1 July 1987. The Commission has considered the arguments put forward by the licensee in its reply to the intervention, and expects the licensee to take all the necessary steps to ensure that the antenna site is relocated as quickly as possible.
Following self-assessments submitted at the request of the Commission with respect to Canadian content and French-language vocal music broadcast by CKCV, the licensee, in a separate public notice to be released shortly, is invited to appear at a public hearing to be held in Montreal beginning 12 May 1987 in order to discuss these results.
