BELL CANADA AND BRITISH COLUMBIA TELEPHONE COMPANY - AMENDED PROCEDURES REGARDING COMMENTS ON PHASE III MANUALS

In CRTC Telecom Public Notice 1986-54 dated 28 August 1986 (Public Notice 1986-54) the Commission invited interested parties to submit their comments regarding Bell Canada (Bell) and British Columbia Telephone Company (B.C. Tel) Phase III Manuals by 30 November 1987.

In a letter dated 9 November 1987, CNCP Telecommunications (CNCP) requested an extension from 30 November 1987 to 15 January 1988 for the filing of comments by interested parties. Subsequent letters from Canadian Business Telecommunications Alliance, Association of Competitive Telecommunications Suppliers and Consumers' Association of Canada, dated 11 November 1987, 12 November 1987 and 13 November 1987 respectively, requested an extension of the deadline for comments to 29 January 1988. Reasons submitted in support of the requests for an extension include demands associated with the current Revenue Requirement/Rate Rebalancing proceeding, the volume of materials in the Phase III Manuals and the importance of the opportunity to comment on these Manuals to the ongoing health of competition in the telecommunications market.

The Commission has considered these requests and has decided to amend the procedures specified in Public Notice 1986-54. Items 4 and 5 will now read as follows:

4. Interested parties wishing to comment on the Bell and B.C. Tel Phase III Manuals and the proposal relating to future updates to the Manuals, may do so by writing to the Commission, with a copy to Bell, B.C. Tel and the interested parties, by 29 January 1988.

5. Reply comments by Bell and B.C. Tel shall be filed with the Commission by 29 February 1988, with a copy to all interested parties.
