In Public Notice CRTC 1986-199, the Commission called for applications for Canadian specialty network services to be filed by 24 October 1986. In Public Notice CRTC 1986-347 dated 12 December 1986, the Commission advised the 23 applicants who had responded to the Commission's 13 August 1986 call that their applications were being returned in order to give them sufficient time to amend or update their proposals following the Government's 9 December 1986 announcement of changes in the funding criteria of the Broadcast Program Development Fund (the Telefilm fund). A 12 March 1987 filing date was set for new or amended applications.
The Commission has recently received several requests from potential applicants and from the Standing Committee on Communications and Culture that the 12 March deadline be extended. In considering these requests the Commission has taken into account the reasonableness of the requests, the complexity of the general issues raised, the amount of information required from each applicant, the necessary fairness to all potential applicants and its own requirements set out in the 13 August 1986 call with respect to programming, Canadian content, financial support and ownership, as well as the revised terms of the Telefilm fund. The Commission considers that the interests of the public are best met when submissions are as complete and thorough as possible. Accordingly, it has decided that it would be in the public interest to extend the deadline for filing complete applications to 30 April 1987.
Applications for network licences for the distribution of specialty programming services should be filed with the Secretary General of the Commission on or before 30 April 1987. Following receipt of these applications, the Commission will announce details of a public hearing to be held at the earliest possible date.
