I BACKGROUND
On 14 October 1986, the Commission received an application from British Columbia Telephone Company (B.C. Tel), filed pursuant to section 63 of the National Transportation Act, requesting that the Commission review and vary part of Participation of Bell Canada and British Columbia Telephone Company in the Multiline and Data Terminal Equipment Market, Telecom Decision CRTC 86-5, 20 March 1986 (Decision 86-5).
