Following a Public Hearing in St. John's on 16 September 1987, the Commission approves the applications by NewCap Broadcasting Limited (NewCap) for licences to continue the operation of CFDR and CFRQ-FM Dartmouth upon surrender of the current licences issued to Newfoundland Capital Corporation Limited (Newfoundland Capital). The Commission will issue licences expiring 30 September 1989, which is the expiry date of the current licences. The licences will be subject to the conditions specified in Decision CRTC 87-391 dated 10 June 1987 and in the licences to be issued.
On 16 June 1987, the Commission approved (Approval No. A87-0089) applications 871728200 (CFDR) and 871729000 (CFRQ-FM), authorizing the assets of CFDR and CFRQ-FM to be transferred directly from Patterson Broadcasters Limited (Patterson) to NewCap instead of to its parent Newfoundland Capital. The latter had earlier been authorized to acquire these assets from Patterson in Decision CRTC 87-391, which also approved the application by Newfoundland Capital for licences to continue the operation of CFDR and CFRQ-FM upon surrender of the then current licences issued to Patterson.
The Commission reminds NewCap of the benefits identified by its parent Company when the latter applied to acquire the assets and of CFDR and CFRQ-FM and which were set out in the decision granting Commission authority for the transactions.
In this regard, the Commission notes that in a report dated 29 June 1987, Newfoundland Capital has identified how it will allocate the 35,000 discrepancy in Decision CRTC 87-391. The report outlines NewCap'S commitment to spend a total of $450,000 over a five-year term for the development, promotion and on-air exposure of Canadian talent, news programming, technical upgrading and audience surveys. The Commission fully expects the new licence holder, NewCap, to honour the commitments that were made by its parent company.
