Decision

Ottawa, 14 September 1987
Decision CRTC 87-744
Briand et Moreau Câble Inc.
Grande-Rivière, Quebec - 870871100
Pursuant to Public Notice CRTC 1987-174 dated 24 July 1987, the Commission approves, by condition of licence, the application to be relieved of the requirement of section 23 of the Cable Television Regulations, 1986, that Part III licensees wishing to distribute any pay television, specialty or Part III eligible non-Canadian satellite service must distribute "at least four television programming services delivered to its local head end by a network operator licensed to extend television and radio services to remote and underserved communities, at least one of which must be a Canadian programming service".
The licensee proposes to continue distributing only two U.S. CANCOM services, WJBK-TV (CBS) and WDIV (NBC) Detroit, Michigan.
In approving this application, the Commission has taken into account the range of Canadian programming services carried on this system, and licensee's statement that virtually all of its subscribers are francophone and have indicated that they do not wish to receive additional English-language services.
The Commission approves the licensee's proposal to distribute, at its option, CFJP-TV Montreal, received via satellite, as part of the basic service.
The Commission is satisfied that the distribution of CFJP-TV is in line with the guidelines set out in Public Notice CRTC 1985-61 with respect to the cable distribution of distant Canadian television signals and that it will enhance the choice of French-language Canadian programming services offered to subscribers.
Fernand Bélisle
Secretary General
