Following a Public Hearing in Red Deer, Alberta on 9 June 1987, the Commission approves the application by Small Community T.V. Inc. for a licence to carry on a broadcasting receiving undertaking to serve McLennan. The operation of this undertaking will be regulated pursuant to Parts I and III of the Cable Television Regulations, 1986 (the regulations). The Commission will issue a licence expiring 31 August 1990, subject to the conditions specified in this decision and in the licence to be issued.

The Commission notes this cable system will complement the broadcasting receiving undertaking (subscription television) serving McLennan that is also operated by the applicant.

The Commission approves, by condition of licence, the applicant's proposal to be relieved of the requirement of paragraph 22(1)(b) of the regulations which requires it to distribute regional station CBXAT-2 High Prairie in view of the inadequate over-the-air reception quality of this signal. The applicant will instead distribute the originating station, CBXAT Grande Prairie.

The Commission acknowledges the applicant's plans for the development of a community channel and encourages it to promote community interest in and access to this channel.

It is a condition of licence that the authority granted herein be implemented within twelve months of the date of this decision or such further period as the Commission may, upon receipt of a request for extension before the expiry of the said twelve months, deem appropriate under the circumstances.
