Following a Public Hearing in Montreal on 24 November 1986, the Commission approves the application for a broadcasting licence for a French-language FM radio station at Saint-Hyacinthe on the frequency 106.5 MHz, channel 293, with an effective radiated power of 3,000 watts.

The Commission will issue a licence expiring 30 September 1990, subject to the conditions specified in this decision and in the licence to be issued.

Radio St-Hyacinthe (1978) Inc. already operates an AM radio station in Saint-Hyacinthe (CKBS). The applicant proposes to provide a complementary local service that would enable it to repatriate listeners from stations serving outside markets. This joint FM station will be operated in the "Group I" music format, with a vocal-to-instrumental ratio of 80/20, and will broadcast at least 65% French-language vocal music.

The applicant proposes to broadcast 20% foreground programming each week, to be produced locally. The proposed programs will feature, among other things, special interviews "Reflets d'ici".

It also proposes to broadcast 2 hours and 20 minutes of news per week. The newscasts will be different from those of the AM station and their content will be entirely local or regional. The applicant intends to allocate one full-time journalist and to share the four journalists of the AM station. Since the commitment to news is minimal, the Commission encourages the applicant to give particular attention to the quality of its newscasts and to increase their length when its financial resources enable it to do so.

In the area of Canadian talent, an annual budget of $5,200 will be allocated for the broadcast of a weekly two-hour program featuring local talent. In addition, the applicant proposes to broadcast a program on folkloric songs of the area. An annual grant of $500 will be awarded to a student enrolled in the "option théâtre" program at the local CEGEP.

The Commission acknowledges the intervention from the Fédération Nationale des Communications which is generally in favour of the operation of an FM station in Saint-Hyacinthe but has commented on the proposed staff allocations and on automated programming. It has also noted the applicant's reply.

In this regard, it notes that the applicant did not propose to use an automated system but rather referred to [TRANSLATION] "separate recordings made by announcers". The Commission reminds the applicant that the use of any automated recording system must also allow announcers or operators to interrupt at any time.

It is a condition of licence that construction of the station be completed and that it be in operation within twelve months of the date of this decision or such further period as the Commission may, upon receipt of a request for extension before the expiry of the said twelve months, deem appropriate under the circumstances.
