Following a Public Hearing in Montreal on 12 May 1987, the Commission approves the application by Câblevision Haut Saint-Laurent Inc. (CHSL) to extend the service area of the broadcasting receiving undertaking noted above to include the municipalities of Ormstown, Saint-Jean-Chrysostome, Saint-Anicet and Sainte-Barbe as well as Saint-Stanislas de Kostka and Dewittville.
The competing application submitted by Lise Legault, doing business under the name and style of "Télécâble Ormstown Enrg.", to carry on a broadcasting receiving undertaking in Ormstown is denied.
In approving CHSL's application, the Commission has taken into account the viability of the undertaking, the experience of the applicant's two shareholders in establishing broadcasting undertakings to serve rural communities in Quebec, the larger number of communities proposed by this applicant and the infrastructure and staff already in place. It considers that this application offers the best means of providing a quality service to subscribers at a lower rate and within a reasonable period of time.
CHSL pointed out at the hearing that the undertaking in Huntingdon has been in operation since 20 February 1987, and that it has provided service to all of the authorized sectors. It added that it has established [TRANSLATION] "a permanent customer service department" and "a permanent technical department is in place mainly ... to complete the new installations". The licensee emphasized that the planned extension will allow it [TRANSLATION] "to consolidate our operations with a view to maintaining appropriate staff and providing better service to customers".
The Commission notes that while the programming services distributed in the new areas will be identical to those offered in Huntingdon, the monthly fee to be charged to subscribers in these communities will be $16.36 as opposed to the $15.50 that is presently charged in Huntingdon.
CHSL proposes to operate an electronic bulletin board on the community channel and eventually to use that channel to broadcast community sports and religious activities and special events. The applicant added that it will set up a studio in the fall at its present premises and that it plans to purchase equipment for this purpose. The Commission encourages the licensee to stimulate community interest in this channel and to promote access to it for the production of local programs reflecting the community's needs.
This approval is conditional upon the extended area being served within six months of the date of this decision or such further period as the Commission may, upon receipt of a request for extension before the expiry of the said six months, deem appropriate under the circumstances.
