La Belle Vision Inc.

Following a Public Hearing in the National Capital Region on 17 February 1987, the Commission approves the application by La Belle Vision Inc. (La Belle Vision) for a licence to carry on a broadcasting receiving undertaking to serve Sainte-Gertrude.
The applicant requested authority to operate this undertaking pursuant to Parts I and III of the Cable Television Regulations, 1986 (the regulations). However, in view of the fact that CFKM-TV Trois-Rivières commenced operation last September, this undertaking can receive three local signals and accordingly would normally be regulated pursuant to Parts I and II of the regulations.
In support of the request noted above, La Belle Vision indicated that this application was submitted as part of a package of 25 applications to provide small municipalities in the Trois-Rivières area with an identical range of programming services, following a call for applications issued on 14 November 1985 (Public Notice CRTC 1985-244). In several previous decisions, the Commission has approved the other applications by La Belle Vision to operate cable undertakings in this area pursuant to Parts I and III of the regulations.
In view of the foregoing and taking into account the fact that the Commission has already authorized La Belle Vision to operate the other undertakings pursuant to Part III of the regulations, the Commission authorizes La Belle Vision, by condition of licence, to act as a Part III licensee. The Commission will issue a licence expiring 31 August 1990, subject to the conditions specified in this decision and in the licence to be issued.
In addition to the services required or authorized to be distributed pursuant to the applicable sections of the regulations, the Commission authorizes the applicant to distribute, without advertising material, the special programming service of Enfants-Jeunesse (Télé des Jeunes).
The Commission notes that the applicant proposes to commence construction of this undertaking when at least 50% of the potential subscribers have indicated that they will subscribe. La Belle Vision has also indicated that construction of the system and those authorized in previous decisions will be phased in over three years. The Commission therefore expects the licensee to submit reports every six months from the date of this decision until this system and those authorized in previous decisions are operational.
It is a condition of this licence that construction of the undertaking be completed and that it be in operation within twelve months of the date of this decision or such further period as the Commission may, upon receipt of a request for extension before the expiry of the said twelve months, deem appropriate under the circumstances.
