Pursuant to Public Notice CRTC 1986-99 dated 2 May 1986, the Commission approves the applications to amend the licences for the broadcasting receiving undertakings serving the communities noted above by increasing the maximum monthly subscriber fee from $12.91 to $13.66 and the maximum installation fee from $20.00 to $40.00, effective 1 September 1986.

Based on the information submitted by the licensee and the Commission's criteria for assessing rate applications, the Commission considers that the increase in the monthly subscriber fee is fully justified on economic grounds and should enable the licensee to achieve a reasonable level of profitability; it should also allow the licensee to continue to allocate the substantial funds necessary to upgrade its facilities and to complete the extension of cable service to unserved areas of its authorized service areas.

The Commission specifically notes the licensee's plans to invest approximately $40 million in 1987-1988 to provide services of better quality and reliability. It also made the commitment to complete in 1987 the extension of service to 28,000 homes in 75 Quebec municipalities authorized in 1985 and 1986.

The Commission has noted the significant improvement in the quality of customer service provided by the licensee, and the $3 million it has invested in computerized equipment in 1985-1986 to establish a "subscriber management program". It also notes that the licensee will invest $1 million annually, commencing 1 September 1986, to develop its special programming service entitled Arts and Entertainment [TRANSLATION] "into a service aimed at the promotion of sociocultural events in its two major markets, namely Montreal and Quebec City". The Commission expects the licensee to carry through with these investment plans.

With respect to the increase in the authorized maximum installation fee, the Commission has taken into consideration the fact that the increase only covers a portion of the actual costs of installation and has determined that such an increase is justified on economic grounds.
