RESALE TO PROVIDE PRIMARY EXCHANGE VOICE SERVICES
In Interexchange Competition and Related Issues; Telecom Decision CRTC 85-19, 29 August 1985, (Decision 85-19) the Commission concluded that removing existing restrictions on resale and sharing to provide all intraexchange services except resale to provide primary exchange voice services, would be in the public interest. In regard to resale to provide primary exchange voice services, the Commission stated:
While no party specifically raised strong objections to resale and sharing in the intraexchange
market, the Commission is concerne that a number of issues concerningd resale to provide
primary exchange voice services including individual line and party-line business and
residential service, PBX trunk service, Centrex service, public telephone service, and
exchange wide dial PBX service were not addressed in this proceeding.
The Commission noted that further discussion was required prior to permitting resale to provide primary exchange voice services and directed Bell Canada (Bell), British Columbia Telephone Company (B.C. Tel), NorthwesTel Inc. (NorthwesTel) and Terra Nova Telecommunications Inc. (Terra Nova) to file comments on the issues identified by the Commission by 26 November 1985. Pursuant to this direction, the Commission has received submissions from these carriers.
The Commission invites comments from these carriers and other parties on the submissions of the carriers and, in particular, on the impact of permitting resale to provide primary exchange voice services on:
(1) service quality and choice, supplier responsiveness, innovation, research and development
and supplier efficiency;
(2) the efficiency of telecommunications network planning and design and the long run costs of
supply of telecommunications services:
(3) the costs and revenues associated with the provision of primary exchange voice services
such as individual residence and business lines, PBX trunks, Centrex service and public and
semi-public (pay telephone) service;
(4) the costs and revenues associated with the provision of other services, including Message
Toll Service/Wide Area Telephone Service;
(5) the requirement for special charges for primary exchange voice service resellers, including
providers of pay telephone services;
(6) the provision of pay telephone service to the general public, including the continued provision
of service at locations where costs may exceed revenues, accessibility on a 24 hour per day
basis, hearing-aid compatibility and accessibility for the physically disabled; and
(7) the obligation of the telephone companies to provide service, including emergency or
back-up service, and the right of tenants in shared-tenant real estate developments to have
direct access to the public switched telephone network.
In addition, the Commission seeks comment on the need for regulation of the services provided by resellers or for restrictions on the equipment and facilities attached to the telephone network by resellers.
In a related matter, on 26 September 1985, the Association of Competitive Telecommunications Suppliers and the Canadian Business Telecommunications Alliance (ACTS/CBTA) filed an application with the Commission requesting an order requiring Bell to permit the attachment and use of customer-owned coin operated telephones with its network. On 26 November 1985, Bell filed its answer to the ACTS/CBTA application. ACTS/CBTA filed its reply on 6 December 1985. Since the ACTS/CBTA application raises the question of whether resale to provide primary exchange voice services should be permitted in the context of pay telephone service, the Commission has decided to dispose of this application when it renders its decision in the proceeding initiated by this public notice.
Procedure
The procedure to be followed in connection with this proceeding is as follows:
(1) Bell, B.C. Tel, NorthwesTel and Terra Nova (the carriers) will be considered parties to this
proceeding.
(2) Persons wishing to participate in this proceeding must notify the Commission of their intention
to do so by writing to the Secretary General, CRTC, Ottawa, Ontario, K1A 0N2, by 21
February 1986.
(3) The Commission will issue a list of the mailing addresses of the carriers and other parties to
all parties by 14 March 1986.
(4) All parties may file comments with the Commission regarding the submissions of the carriers
and the issues raised by them, serving a copy on all other parties, by 28 March 1986.
5) All parties may file reply comments with the Commission, serving a copy on all other parties,
by 25 April 1986.
(6) The 26 November 1985 submissions of the carriers may be examined at the respective
company's business offices or at the offices of the CRTC, Room 561, Central Building, Les
Terrasses de la Chaudière, 1 Promenade du Portage, Hull, Quebec; or Complex Guy
Favreau, East Tower, 200 Dorchester Blvd. West, 6th floor, Montreal, Quebec; or Room 428,
