Following a Public Hearing in Vancouver on 8 July 1986, the Commission approves the applications by La Belle Vision Inc. for licences to carry on broadcasting receiving undertakings to serve the communities noted above. The operation of these undertakings will be regulated pursuant to Parts I and III of the Cable Television Regulations, 1986 (SOR/86-831 dated 1 August 1986). The Commission will issue licences expiring 31 March 1991, subject to the conditions specified in this decision and in the licences to be issued.
The Commission authorizes the licensee to distribute, without advertising material, the special programming service of Enfants-Jeunesse (Télé des Jeunes). With respect to the applicant's request to be exempted from the requirement that a community channel be distributed, the Commission notes that pursuant to Part III of the new regulations, the applicant is not required to distribute such a channel.
It is a condition of licence that the authority granted herein be implemented within twelve months of the date of this decision or such further period as the Commission may, upon receipt of a request for extension before the expiry of the said twelve months, deem appropriate under the circumstances.
La Belle Vision Inc. intends to commence construction of each of these undertakings when at least 50% of the potential subscribers have indicated that they will subscribe and has indicated that construction of the systems could be spread out over three years. The Commission therefore expect the licensee to submit reports every six month from the date of this decision until the systems authorized herein are operational.
