Transvision Rive-Sud Inc. and Vidéotron Ltée

Pursuant to Public Notice CRTC 1986-172 dated 18 July 1986, the Commission approves the application for authority to transfer effective control of Transvision Rive-Sud Inc. (Transvision) licensee of the broadcasting receiving undertaking serving Boucherville and Varennes, through the transfer of 33 common voting shares (100%) from Réal Létourneau to Vidéotron Ltée (Vidéotron).
The Commission is satisfied that this transfer of control is in the public interest, as subscribers will benefit from the customer service provided by Vidéotron in the Montreal area, an improvement in community programming, and a full-time community programming co-ordinator in Boucherville and Varennes. The Commission has also noted that Vidéotron proposes to wire over 1,200 households within the authorized service area.
The Commission notes that, as a result of this transaction, Transvision will amalgamate this undertaking with the undertaking operated by Vidéotron in La Prairie and surrounding communities.
The Commission further approves the application by Vidéotron to change the authorized service area of its undertaking in La Prairie by including the communities of Boucherville and Varennes.
It approves the proposal to amend the licence for this undertaking by increasing the maximum monthly subscriber fee for the communities of Boucherville and Varennes from $11.94 to $13.66 and the maximum installation fee from $20.80 to $40.00. These authorized fees are identical to those charged by Vidéotron in La Prairie.
Based on the information submitted by the licensee and the Commission's criteria for assessing rate applications, the Commission considers that the monthly fee increase is justified on economic grounds. It expects the licensee to carry out its projected fixed acquisitions program of $777,000 during 1987 and 1988 as well as hire a full-time community programming co-ordinator. In addition, the Commission has noted that Vidéotron intends to invest $40,000 in production equipment and $30,000 in broadcasting equipment to improve the community channel in Boucherville and Varennes.
The Commission expects that the authority granted for the purpose of combining Transvision's service area with that of Vidéotron will not result in the merging of the community program production center in Boucherville with the centers operated by Vidéotron in neighbouring areas. In this regard, the licensee is expected to submit an annual report to the Commission on the human, financial and technical resources allocated by Vidéotron to the production center in Boucherville.
The Commission acknowledges the interventions from Mr. Jean-Guy Parent, M.L.A. for Bertrand, and from the City of Boucherville in support of the transfer of control.
