Following a Public Hearing in Sainte-Foy, Quebec on 16 June 1986, the Commission renews the broadcasting licence for CKRL-MF Quebec City for a period of two years only, from 1 October 1986 to 30 September 1988, subject to the conditions specified in this decision and in the licence to be issued.
In accordance with the licensee's proposal and the Commission's policy statement on The Review of Community Radio (Public Notice CRTC 1985-194 dated 26 August 1985), the Commission will issue a special FM licence for community radio, Type B, to this station, which will be operated in the Group IV music format.
A self-assessment of CKRL-MF's programming from 17 to 23 March 1986, indicated that, overall, the licensee was in compliance with its programming commitments, except for a heavy emphasis on rock music. The licensee broadcast 45 hours of rock and rockoriented music whereas its Promise of Performance had indicated a commitment of 11 hours. The self-assessment also revealed that 11 hours of traditional and special interest music were broadcast rather than 16 hours 30 minutes.
The Commission views with concern the licensee's inability to fulfill all of the commitments made in its Promise of Performance. In renewing CKRL-MF's licence for two years, the Commission has taken into account the fact that the new community radio policy is still very recent and could be of assistance in resolving some of the problems faced by community radio stations, especially with respect to financing.
The licensee emphasized in its application the importance that it attaches to experimental radio and its aim to contribute to cultural development. The licensee intends to broadcast in-depth analyses of current events as well as special backgrounding features on sociopolitical, cultural and scientific subjects. The Commission has also noted the licensee's plan to broadcast a 60-minute spoken word program for children and youth beginning in the fall of 1986.
The Commission, however, denies the proposal to decrease the level of spoken word programming to 21.2 % (24 hours 46 minutes). The Commission expects the licensee to place greater emphasis on spoken word programming dealing with community issues and to achieve the minimum target level of 35% spoken word programming as set out in the community policy for Type B stations. As a result, the licensee is required to submit to the Commission, within three months of the date of this decision, a new Promise of Performance containing revised spoken word commitments.
The Commission has noted the licensee's commitment to broadcast a level of 19% foreground programming and 57% combined foreground/mosaic programming and to reserve 20 hours per week of commercial-free time for programs produced by groups or members of the community. In accordance with its proposed Group IV music format, the licensee will be expected to offer highly diversified music programming, using all or most of the subcategories in category 5 (Music-General), and to provide a minimum of 65% French-language vocal music.
The Commission approves, by condition of licence, the proposal to broadcast a daily average of 4 minutes of advertising per hour, with a maximum of 6 minutes per hour, in accordance with the community radio policy for Type B stations.
The Commission acknowledges the written intervention submitted by Mr. Peuil opposing CKRL-MF's licence renewal.
