Following a Public Hearing in Saskatoon on 22 April 1986, the Commission approves the application by Prince Albert Television Inc. for a broadcasting licence for a new English-language television station at Prince Albert, on channel 9 with an effective radiated power of 27,000 watts, to broadcast the CTV network service as well as programs produced at studios in Prince Albert and Yorkton.
The Commission has considered the programming plans advanced by the applicant and is satisfied that they would constitute a reasonable beginning for the proposed CTV station at Prince Albert, taking into account the applicant's resources, the small size of the market and the modest revenue base it represents.
The Commission will issue a licence expiring 30 June 1991, subject to the conditions of licence specified in this decision and in the licence to be issued.
It is a condition of licence that construction of the station be completed and that it be in operation within twelve months of the date of this decision or such further period as the Commission may, upon receipt of a request for extension before the expiry of the said twelve months, deem appropriate under the circumstances.
It is also a condition of licence that the licensee conclude a satisfactory affiliation agreement with the CTV network prior to commencing operations.
At present, the CTV network service is available in Prince Albert via cable television and through the signal of CFQC-TV received over-the-air from Saskatoon some 132 kilometers to the south. The applicant estimates that the proposed station will allow significantly improved reception of CTV service by approximately 30,000 residents in the coverage area of the proposed station who either do not subscribe or do not have access to cable television.
The applicant is the licensee of CKBI-TV, the local CBC affiliate in Prince Albert; it is owned 100% by Yorkton Television Co. Ltd., licensee of the CBC/CTV twin-stick operation at Yorkton consisting of CKOS-TV and CICC-TV. The proposed CTV station at Prince Albert and CKBI-TV will also be operated as a twin-stick operation, sharing staff and studio facilities. The Commission notes in this regard that the proposed station will create 15 new staff positions.
In addition to CTV network programs, the proposed station will broadcast a total of 13 hours 5 minutes per week of programming produced in co-operation with CKBI-TV Prince Albert, CKOS-TV and CICC-TV Yorkton. Much of this will be news and public affairs programming of local or regional interest. Programs and program segments will be transmitted between Prince Albert and Yorkton by a switchable microwave system to be constructed at a cost to the applicant of $650,000. Locally-originated programming, produced for broadcast solely on the proposed station, will consist of a 5-minute news update broadcast Sunday through Thursday at 11:20 p.m. following the CTV network news.
